Deputy Chief Manager (Head) – Risk Management

Location: Accra

Job Purpose

The Deputy Chief Manager (Head), Risk Management will provide strategic leadership in identifying, assessing, monitoring, and mitigating risks across the Commission’s regulatory and operational environment. The role ensures the development and implementation of a robust enterprise risk management framework that supports regulatory effectiveness, institutional resilience, and compliance with applicable laws and standards.


Key Responsibilities

The successful candidate will:

  • Lead the development, implementation, and continuous improvement of the Commission’s enterprise risk management (ERM) framework.
  • Identify, assess, monitor, and report key risks across regulatory, operational, financial, strategic, and compliance areas.
  • Design and implement risk mitigation strategies, controls, and monitoring tools to safeguard institutional objectives.
  • Ensure compliance with relevant regulatory requirements, including Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) frameworks.
  • Oversee business continuity planning and ensure effective disaster recovery and resilience strategies are in place.
  • Advise senior management and the Board on emerging risks and appropriate mitigation actions.
  • Embed a strong risk-aware culture across all departments of the Commission.
  • Develop and maintain risk policies, procedures, and guidelines aligned with international best practices.
  • Monitor global and local market developments and assess their impact on the Commission’s risk exposure.
  • Lead risk reporting processes, including preparation of periodic risk reports for management and governance committees.
  • Coordinate internal stakeholders to ensure consistent application of risk management standards.
  • Provide technical guidance on risk-related issues and capacity building across the Commission.
  • Lead, manage, and mentor the Risk Management Unit to achieve high performance standards.
  • Undertake any other duties within the scope of the role as assigned.

Educational Qualification and Experience

Applicants must possess:

  • A minimum of a Master’s Degree in Risk Management, Mathematics, Business Administration, Finance, Accounting, or a related field from an accredited tertiary institution.
  • A relevant professional qualification such as ICA, ACCA, CIMA, FRM, or equivalent, in good standing.
  • A minimum of fifteen (15) years of relevant professional experience, including at least five (5) years in a managerial position.
  • Evidence of leadership training and continuous professional development (CPD) in Risk Management, AML/CFT, and Business Continuity.

Competencies Required

The ideal candidate must demonstrate:

  • Strong understanding of the capital market industry, legal and regulatory frameworks, financial products, and market participants.
  • Strong leadership, management, and decision-making capabilities.
  • Excellent analytical and risk assessment skills.
  • High proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
  • Excellent communication, presentation, and facilitation skills.
  • Strong interpersonal skills and the ability to influence and engage stakeholders at all levels.
  • Proven ability to lead, motivate, and develop teams effectively.
  • High ethical standards, integrity, and professional conduct.
  • Ability to perform effectively under pressure and meet tight deadlines.
  • A strong commitment to accountability, transparency, and sound governance practices.
