The Director, Policy, Planning, Monitoring and Evaluation (PPM&E) will provide strategic leadership in policy development, organizational planning, performance monitoring, and evaluation systems. The successful candidate will oversee the development and implementation of frameworks, programmes, and strategic initiatives that support evidence-based decision-making and institutional effectiveness.

Key Duties and Responsibilities
The successful candidate will:
- Provide technical leadership in the formulation, review, and implementation of organizational policies.
- Lead the implementation, monitoring, and evaluation of programmes, projects, and activities within the Directorate.
- Ensure the efficient and effective management of the Directorate’s human, financial, and material resources.
- Lead the development, implementation, and review of a comprehensive monitoring and evaluation framework for organizational programmes and projects.
- Oversee the preparation of organizational policies, strategic plans, medium-term development plans, and annual action plans in line with National Development Planning Commission (NDPC) guidelines.
- Coordinate the development of performance indicators for monitoring and evaluating organizational programmes and activities.
- Ensure the development, management, and integrity of a comprehensive database for organizational projects and programmes.
- Coordinate the preparation of annual work plans, budgets, and periodic reports for the organization and Directorate.
- Build and maintain strategic relationships with government institutions, development partners, public and private sector organizations, and other stakeholders locally and internationally.
- Oversee the implementation and continuous improvement of the Directorate’s performance management systems.
Qualification Required & Experience
Applicants must possess:
- A minimum of a Master’s degree in Health Economics, Statistics, Project Management, Monitoring and Evaluation, or a related discipline from an accredited tertiary institution.
- Membership in a recognised and relevant professional body.
- At least ten (10) years of relevant post-Bachelor’s work experience, including a minimum of five (5) years at a senior management level within a reputable institution.
- Proven experience in strategic planning, programme management, policy analysis, monitoring and evaluation, or institutional performance management.

- Good knowledge of labour laws and regulatory frameworks.

- Excellent communication, interpersonal, and presentation skills.
- Strong negotiation, lobbying, and conflict management abilities.
- High standards of integrity, professionalism, and ethical conduct.
- Good working knowledge of Life Sciences.
