Role Summary
The Deputy Executive Secretary provides strategic, operational, and administrative leadership to support the Executive Secretary in delivering the Commission’s mandate. The role ensures efficient resource management, effective programme implementation, and compliance with regulatory and operational standards.
Key Duties and Responsibilities
- Provide strategic input for the formulation and implementation of policies and programmes.
- Exercise oversight responsibility for the efficient and effective management of the Commission’s human, financial, and material resources.
- Promote and sustain effective internal communication across the Commission.
- Lead the monitoring and evaluation of programmes and objectives and recommend continuous improvements.
- Review and advise on proposals relating to standardization, planning, and monitoring and evaluation for approval.
- Manage operational processes to ensure compliance with relevant media and communications laws and management system standards.
- Drive the establishment, implementation, and accreditation of management systems within the Commission.
- Ensure the timely preparation and submission of quarterly, mid-year, annual, and other periodic operational reports.
- Oversee the development and implementation of performance management systems within the Operations Section.
- Appraise, guide, and strengthen the performance of Directors within the Operations Section.
Qualification Required & Experience
- Hold a minimum of a Master’s Degree in Journalism, Communications, Law, or a related field from an accredited tertiary institution.
- Possess at least 12 years of relevant post-qualification experience, including a minimum of 5 years in a Senior Management role within a reputable institution.
- Demonstrate strong leadership, analytical, and decision-making skills.
- Successfully pass a competitive selection interview.
In-Service Entry Requirements
- Availability of a vacancy at the grade of Deputy Executive Secretary.
- Serve a minimum of 5 years at the grade of Director.
- Maintain a satisfactory performance appraisal record.
- Successfully pass a selection interview.
Career Progression
Progression to the role of Executive Secretary is subject to:
- Availability of a vacancy at the Executive Secretary level.
- Completion of at least 5 years in the role of Deputy Executive Secretary.
- Consistently satisfactory performance appraisal reports.
