Job Summary

We are seeking an experienced and strategic Human Resource Manager to lead and oversee all HR functions across the organization. The successful candidate will drive HR strategy, strengthen organizational capability, and ensure alignment between people management practices and overall business objectives. This role requires a dynamic leader with strong expertise in HR management, organizational development, and change leadership.


Key Responsibilities

Strategic Leadership & HR Management

  • Provide strategic leadership on all aspects of Human Resource Management and Development.

  • Develop and implement HR strategies aligned with organizational goals and long-term vision.

  • Contribute to overall organizational strategy and decision-making processes.

  • Lead and manage HR operations, including workforce planning, budgeting, performance management, and employee relations.

Policy Development & Compliance

  • Design, review, and implement HR policies, procedures, and guidelines in line with legal and regulatory frameworks.

  • Ensure compliance with labor laws and organizational standards.

  • Conduct HR risk assessments and implement mitigation strategies.

Organizational Development & Change Management

  • Drive organizational development initiatives, including job design, talent acquisition, retention, and succession planning.

  • Lead change management initiatives to support evolving organizational needs.

  • Promote a culture of innovation, inclusion, and high performance.

Stakeholder Engagement & Partnerships

  • Build and maintain strong relationships with internal departments, senior leadership, and external stakeholders.

  • Serve as a strategic advisor to leadership on HR and organizational development matters.

  • Represent the organization in engagements with partners and external service providers.

Performance Management & Talent Development

  • Develop and implement performance management systems, including coaching, mentoring, and staff development programs.

  • Promote training, learning, and continuous professional development initiatives.

  • Oversee employee engagement, staff relations, and organizational culture assessments.

Operations, Reporting & Systems Management

  • Oversee HR reporting, budgeting, and program implementation.

  • Optimize HR systems, including ERP platforms, to enhance efficiency and data-driven decision-making.

  • Monitor HR metrics and provide insights to support strategic planning.


Qualifications and Experience

  • Master’s degree in Human Resources, Business Administration, Public Administration, Law, Social Sciences, or a related field.

  • Minimum of 15 years’ post-qualification experience in Human Resource Management within a large organization.

  • At least 8 years in a managerial role and 5 years in a supervisory capacity.

  • Professional HR certification from a recognized institution is required.

  • Certification in project management is an advantage.

  • Experience in an international or multicultural organization is an added advantage.


Skills and Competencies

  • Strong leadership, strategic thinking, and decision-making abilities.

  • Excellent interpersonal and communication skills with the ability to engage diverse stakeholders.

  • Proven ability to drive organizational change and innovation.

  • Strong analytical skills with the ability to identify risks and opportunities.

  • Proficiency in at least one official working language (English, French, Portuguese, or Arabic); additional language skills are an advantage.
