Role Overview
The Inspection Panel seeks a highly skilled and experienced Investigations Officer with a strong background in environmental issues and leadership in environmental programs. You will contribute to case management and support the Panel’s mandate by assessing compliance with environmental and social safeguard policies.

You will provide technical expertise, lead analytical work across case phases, and engage with a wide range of stakeholders. You may also assume the role of Task Team Leader for assigned cases, ensuring effective coordination and delivery of investigation activities.
Key Responsibilities
- Conduct in-depth research and analysis to support decision-making across all stages of the Panel process (registration, eligibility, investigation, and verification)
- Collect, collate, and assess data to inform Panel findings and reports
- Provide technical expertise on environmental issues, including risks, impacts, and compliance
- Review, fact-check, and validate Panel documents with a focus on environmental and social safeguards
- Advise on the interpretation and application of environmental and social policies, standards, and guidelines
- Participate in and lead field missions, including site inspections and stakeholder engagements
- Draft and contribute to key Panel documents, including eligibility, investigation, and verification reports
- Coordinate and organize field visits, ensuring logistics, safety, and operational readiness
- Engage with Requesters, affected communities, CSOs, NGOs, government officials, and internal stakeholders
- Support interactions with Bank Management and the Board of Executive Directors and their advisors
- Manage and coordinate external experts and consultants engaged by the Panel
- Contribute to outreach, knowledge-sharing, and lessons learned initiatives
Selection Criteria
- Advanced degree (Master’s or equivalent) in Environmental Science, Environmental Engineering, Environmental Management, Environmental Policy, or a related field
- Minimum of 6 years’ relevant experience, preferably within international development contexts
- Strong knowledge of environmental and social policies and standards of the World Bank or other Multilateral Development Banks
- Familiarity with organizational structures, operations, and procedures within international financial institutions
- Understanding of independent accountability mechanisms and compliance processes
- Proven experience in environmental assessment, risk mitigation, and implementation of safeguard policies
- Strong research, analytical, and technical report-writing skills
- Ability to articulate technical findings and provide independent, evidence-based advice
- Experience working across project lifecycles from design to completion
- Strong organizational and coordination skills, especially in field environments
- Excellent interpersonal skills with the ability to engage diverse stakeholders effectively
- Exceptional written and verbal communication skills in English
- Ability to manage multiple priorities under tight deadlines with a high level of initiative
- Demonstrated integrity, professionalism, and independence
