Role Purpose

The Monitoring, Evaluation and Learning (MEL) Specialist leads the design, implementation, and continuous improvement of robust MEL systems for complex development programs. The role ensures high-quality data generation, learning, and accountability to inform adaptive management, donor reporting, and strategic decision-making while promoting a strong culture of learning and evidence use across the project.

Key Responsibilities

Monitoring and Evaluation

  • Design, implement, and manage comprehensive MEL frameworks aligned with project objectives, donor requirements, and Plan International standards.

  • Lead the development and operationalization of indicators, data collection tools, baselines, midline and endline evaluations.

  • Ensure data quality assurance through regular data verification, audits, and validation processes.

  • Oversee routine monitoring activities, including field visits, partner reviews, and performance tracking.

Management Information Systems (MIS)

  • Lead the design, deployment, and maintenance of project Management Information Systems (MIS).

  • Ensure timely, accurate, and secure data collection, analysis, storage, and reporting.

  • Build staff and partner capacity in MIS use and data management best practices.

Learning and Knowledge Management

  • Promote a strong learning culture by facilitating reflection sessions, learning events, and adaptive management processes.

  • Document best practices, lessons learned, and success stories to inform program improvement and scaling.

  • Support evidence generation for advocacy, communications, and resource mobilization.

Reporting and Accountability

  • Produce high-quality MEL inputs for donor and internal reports in line with agreed timelines.

  • Support accountability mechanisms, including feedback and complaints response systems, ensuring community voices inform program decisions.

  • Ensure compliance with donor MEL requirements for large, complex, donor-funded projects.

Capacity Strengthening and Coordination

  • Provide technical leadership and mentoring to project staff and implementing partners on MEL systems and methodologies.

  • Collaborate closely with program finance, and partner teams to ensure integrated planning and implementation.

  • Engage with government institutions, donors, and sector stakeholders to align MEL approaches and share learning.

Required Qualifications and Experience

Education

  • A degree in Statistics, Measurement, Planning, Monitoring and Evaluation, Development Research, or a related field.

Experience

  • A minimum of 7 years’ experience in monitoring, evaluation, learning, and research within complex development programs.

  • Proven experience designing and implementing MEL systems, including Management Information Systems (MIS).

  • Demonstrated experience managing MEL components of large, donor-funded projects (e.g. KOICA, USAID, EU, DFID, Global Affairs, or similar).

  • Strong skills in quantitative and qualitative data analysis, reporting, and evidence-based decision-making.

Physical Environment

The role operates within a typical office environment and requires regular engagement with internal teams, implementing partners, government institutions, and sector stakeholders. Travel of up to 40% may be required for field monitoring, learning events, and stakeholder engagement.

Level of Contact with Children

Low contact – the role does not require frequent interaction with children. Any occasional contact must ensure that children are protected at all times in line with Plan International’s safeguarding standards.
