Procurement Officer (Full-Time)

Location: Accra, Ghana

We are seeking an experienced and results-oriented Procurement Officer to support the efficient, compliant, and value-driven execution of the Bank’s procurement activities.

Position Summary

As Procurement Officer, you will support the planning, sourcing, contracting, and management of goods, works, and services required across the Bank. You will play a key role in ensuring procurement activities deliver value for money, comply with regulatory requirements, and align with DBG’s strategic objectives. The successful candidate will contribute to strengthening procurement governance, supplier performance, operational efficiency, and risk management.

Key Responsibilities

Procurement Strategy, Policy & Governance

  • Support the development and implementation of innovative, efficient, and cost-effective procurement strategies aligned with the Bank’s objectives.
  • Assist in reviewing and enhancing procurement policies, procedures, and operational frameworks.
  • Promote compliance with procurement policies and governance requirements across all departments.
  • Monitor industry developments, procurement trends, and emerging best practices to improve procurement performance.
  • Support the implementation of procurement controls and governance mechanisms.

Procurement Planning & Execution

  • Execute procurement activities in accordance with DBG’s procurement policies and procedures.
  • Support the preparation and implementation of annual procurement plans.
  • Coordinate procurement requirements across departments to ensure timely acquisition of goods, works, and services.
  • Prepare and manage procurement documentation, including:
    • Requests for Quotations (RFQs)
    • Requests for Proposals (RFPs)
    • Expressions of Interest (EOIs)
    • Tender Advertisements
    • Bid Evaluation Reports
    • Purchase Orders
  • Source quotations and proposals from qualified suppliers and service providers.
  • Facilitate procurement assessments during project appraisal and implementation stages.
  • Coordinate procurement activities with internal stakeholders and project teams.
  • Monitor supplier performance and contract execution to ensure agreed service standards are achieved.

Supplier & Vendor Management

  • Identify, evaluate, and engage qualified suppliers and service providers.
  • Build and maintain strong supplier relationships that enhance service quality and value delivery.
  • Support contract negotiations to secure competitive pricing and favorable commercial terms.
  • Conduct supplier due diligence and vendor performance evaluations.
  • Review supplier agreements and contracts to ensure continued relevance and compliance.
  • Maintain accurate supplier databases and performance records.

Contract Management

  • Support the administration and monitoring of procurement contracts.
  • Ensure procurement contracts comply with legal, regulatory, and organizational requirements.
  • Track contract milestones, deliverables, service levels, and renewal dates.
  • Assist in resolving supplier performance concerns and contractual issues.

Risk Management & Compliance

  • Identify, assess, and mitigate procurement-related risks.
  • Ensure compliance with:
    • Public Procurement Act, 2003 (Act 663), as amended
    • World Bank Procurement Regulations and Procedures
    • Internal procurement policies and governance standards
  • Conduct procurement due diligence and supplier risk assessments.
  • Monitor regulatory developments and assess their impact on procurement operations.
  • Support audits and ensure procurement records remain accurate, complete, and audit-ready.

Budget Management & Cost Optimization

  • Support procurement budgeting and resource planning activities.
  • Monitor procurement expenditures against approved budgets.
  • Analyze procurement data and spending trends to identify cost-saving opportunities.
  • Recommend process improvements that enhance efficiency and reduce procurement costs.
  • Promote value-for-money principles throughout the procurement lifecycle.

Procurement Systems & Inventory Oversight

  • Support the management and optimization of procurement systems and technology platforms.
  • Monitor systems used to track procurement transactions, supplier performance, contracts, and inventory where applicable.
  • Ensure procurement-related information remains accurate, secure, and up to date.
  • Support inventory monitoring and supply chain visibility initiatives as required.

Reporting & Performance Monitoring

  • Prepare monthly, quarterly, and annual procurement reports.
  • Monitor procurement performance indicators and key metrics.
  • Provide analysis and recommendations to support informed decision-making.
  • Prepare procurement summaries and management reports for review by senior leadership.
  • Track procurement savings, supplier performance, and procurement cycle times.

Qualifications & Experience

Educational Requirements

  • Bachelor’s Degree in:
    • Procurement Management
    • Supply Chain Management
    • Logistics Management
    • Business Administration
    • Commerce
    • Economics
    • Or a related discipline

Professional Certification

The following certifications will be an added advantage:

  • Chartered Institute of Procurement & Supply (CIPS)
  • Member of CIPS (MCIPS)
  • Chartered Procurement Professional qualifications
  • Other relevant procurement and supply chain certifications

Experience

  • Minimum of five (5) years’ relevant experience in procurement, supply chain management, strategic sourcing, or contract administration.
  • Proven experience managing procurement activities within a regulated environment.
  • Demonstrated knowledge of public sector or development finance procurement processes will be highly desirable.
  • Experience working with donor-funded projects and international procurement frameworks will be an advantage.
