Role Overview

The Program Manager II – Localization, Partnership & Capacity Strengthening (PCS/LL) provides strategic and technical leadership to advance CRS’s localization priorities. The role leads the design, implementation, and oversight of partnership and capacity strengthening initiatives, ensuring high-quality programming, strong partner engagement, and measurable impact. The position actively supports CRS country and regional efforts to institutionalize effective localization practices.


Key Responsibilities

  • Lead the planning, implementation, and management of localization, partnership, and capacity strengthening initiatives.

  • Provide technical leadership on Partnership and Capacity Strengthening (PCS) and Local Leadership (LL) strategies across projects.

  • Strengthen systems, structures, and capacities of local partners through tailored support, coaching, and mentoring.

  • Design and oversee capacity strengthening plans, tools, and learning frameworks for partners and CRS teams.

  • Support curriculum design and delivery for capacity strengthening and partnership development initiatives.

  • Ensure high-quality project management, including planning, budgeting, implementation, monitoring, and reporting.

  • Collaborate with program, MEAL, finance, and operations teams to ensure integrated and compliant program delivery.

  • Promote learning, documentation, and knowledge sharing on localization and partnership best practices.

  • Ensure compliance with CRS policies, donor regulations, and partnership standards.

  • Represent CRS in coordination forums, partner engagements, and learning platforms related to localization and partnerships.


Educational Qualifications & Experience

  • Bachelor’s degree in International Development, Project Management, or a related field.

  • Master’s degree in a relevant discipline is strongly preferred.

  • Minimum of 8 years’ relevant field-based project management experience, preferably in development or humanitarian programming.

  • At least 3 years’ demonstrated experience in Partnership and Capacity Strengthening (PCS) and/or Local Leadership (LL) initiatives.

  • Proven experience working with local partners, civil society organizations, and community-based institutions.

  • Experience in curriculum design and capacity strengthening methodologies is a strong advantage.
