Position Overview

We are seeking an experienced and strategic Programme Manager – Gender Partnerships and Institutional Support to lead high-impact initiatives in Ghana. The successful candidate will drive partnerships, provide policy advisory support, and strengthen institutional frameworks to advance gender equality and women’s empowerment.


Key Responsibilities

  • Lead the design, implementation, and management of programmes focused on Gender Equality and Women’s Empowerment (GEWE).

  • Provide high-level strategic policy advisory and institutional support to government entities and UN partners.

  • Build and manage multi-stakeholder partnerships across government, donors, and development agencies.

  • Drive resource mobilization efforts and support programme development initiatives.

  • Coordinate UN system engagement, including alignment with UNSDCF processes and UN coordination mechanisms.

  • Lead and mentor teams, ensuring effective programme delivery in an international environment.

  • Monitor, evaluate, and report on programme performance and impact.

  • Facilitate joint advocacy initiatives and promote gender-responsive policies and practices.


Qualifications & Experience

  • Education:

    • Master’s degree or equivalent in Gender Studies, International Development, Public Policy, Law, Social Sciences, or a related field.

    • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

    • Project/programme management certification (e.g., PMP®, PRINCE2®, MSP®) is an advantage.

  • Experience:

    • Minimum of 7 years of progressively responsible experience in gender equality, policy advisory, and partnership building at national and international levels.

    • Proven expertise in institutional support within government and the UN development system, including UNSDCF processes.

    • Strong technical experience in Gender Equality and Women’s Empowerment (GEWE).

    • Demonstrated success in resource mobilization, programme design, and advocacy initiatives.

    • Experience leading teams in international settings.

    • In-depth knowledge of Ghana’s development and gender landscape.

    • Experience working with government agencies, donors, or international organizations is desirable.

    • Previous experience within the UN system and familiarity with ERP systems (e.g., Oracle Cloud) is an advantage.

  • Technical Skills:

    • Proficiency in Microsoft Office and web-based management systems

    • Strong analytical, reporting, and programme management capabilities

  • Languages:

    • Fluency in English is required

    • Knowledge of another UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable
