The Opportunity

The Environmental Protection Authority is seeking an experienced and strategic Project Manager to provide leadership and oversight for a major environmental programme implementation initiative.

The successful candidate will lead the Project Management Unit (PMU), coordinate with national and international stakeholders, ensure compliance with donor requirements, and drive effective project delivery in alignment with the policies of the Green Climate Fund (GCF), United Nations Environment Programme (UNEP), and applicable laws of Ghana.

This full-time position requires a highly experienced professional with strong expertise in environmental management, climate change adaptation, land restoration, multi-stakeholder coordination, and donor-funded project implementation.

Key Responsibilities

As the Project Manager, you will:

  • Provide strategic leadership and guidance to the Project Management Unit (PMU).
  • Lead discussions and coordination with external partners on project implementation matters.
  • Ensure project activities comply with the conditions of the Funding Agreement Arrangement (FAA), Project Cooperation Agreement (PCA), GCF and UNEP policies, and relevant Ghanaian laws.
  • Coordinate collaboration among implementing entities, partner organisations, government institutions, donor agencies, district assemblies, traditional authorities, and local communities.
  • Ensure effective project planning, execution, monitoring, and reporting.
  • Oversee the achievement of project objectives, milestones, deliverables, and reporting requirements.
  • Strengthen coordination among stakeholders to support successful project implementation.
  • Provide technical and strategic direction on environmental, natural resource management, and sustainable development activities.
  • Monitor project risks and implement appropriate mitigation strategies.
  • Lead project reviews, evaluations, and performance improvement initiatives.
  • Manage project teams and promote effective talent development across technical areas.
  • Support the preparation of high-quality technical papers, proposals, reports, and strategic documents.
  • Ensure project resources are managed efficiently and transparently.

Qualifications and Experience

The ideal candidate will possess:

  • Postgraduate degree in Natural Resource Management, Environmental Engineering, Agriculture, Environmental Science, or a related discipline.
  • Minimum of 10 years post-qualification experience in areas related to:
    • National and sector policy development and analysis.
    • Institutional assessment and capacity building.
    • Environmental management and sustainable development.
    • Land restoration, climate change adaptation, sustainable livelihoods, and sustainable land and water management.
  • At least two (2) previous professional assignments involving the coordination and facilitation of government-led stakeholders in externally funded programmes or projects in Ghana or internationally.
  • Proven experience successfully preparing, securing, managing, and completing at least two (2) funded projects of similar scale and complexity involving:
    • Government institutions.
    • District assemblies.
    • Development partners.
    • Traditional authorities.
    • Local communities.
  • Minimum of 10 years’ experience working within the Government of Ghana sector, including progression into senior management roles.
  • Minimum of 15 years’ experience managing and implementing multi-donor funded interventions within environmental and land restoration sectors.
  • At least 10 years’ demonstrable experience managing environmental projects involving multiple stakeholders and donor-supported programmes.
  • Extensive experience managing multidisciplinary teams and technical experts to achieve project outcomes.
