Position Overview
The Project Quantity Surveyor will play a key role in managing the commercial and contractual aspects of construction projects from inception through completion. The successful candidate will support project profitability, cost control, contract administration, and risk management while ensuring compliance with contractual obligations and company procedures.
This role requires strong analytical skills, commercial awareness, and the ability to collaborate effectively with clients, consultants, subcontractors, and project teams.
Key Responsibilities
Commercial Management
- Meet with clients and stakeholders to discuss project requirements and commercial expectations.
- Participate in feasibility studies, site surveys, cost planning, and project estimations.
- Prepare and manage Bills of Quantities (BOQs) based on approved drawings and project specifications.
- Assist in the preparation, review, and administration of contract documentation.
- Prepare Request for Quotation (RFQ) packages and coordinate distribution to prospective subcontractors.
- Support subcontract procurement processes, including tender evaluations and contract negotiations.
Cost Control & Financial Management
- Monitor project costs and analyse variances against approved budgets and forecasts.
- Prepare accurate cost reports and commercial performance updates for project management.
- Maintain records of delays and lost time events to support extension-of-time submissions.
- Prepare, submit, and follow up on payment applications, claims, invoices, and other commercial submissions to clients.
- Review subcontractor valuations, interim payment certificates (IPCs), and payment recommendations.
- Assist in preparing and negotiating final accounts with clients and subcontractors.
Contract Administration
- Administer contracts in accordance with contractual obligations and company procedures.
- Liaise with clients, consultants, subcontractors, and third parties on commercial matters, including variations, claims, and additional payment agreements.
- Monitor subcontractor performance and progress against contractual requirements.
- Ensure compliance with FIDIC conditions of contract and other applicable forms of international construction contracts.
Risk Management & Reporting
- Support the Project Director in identifying commercial risks and implementing appropriate mitigation strategies.
- Prepare and submit daily, weekly, and monthly project progress reports in a timely manner.
- Maintain accurate project records and commercial documentation.
- Contribute to continuous improvement initiatives aimed at enhancing project delivery and commercial performance.
Leadership & Team Development
- Lead by example and foster a collaborative, positive, and high-performing work environment.
- Support the development and training of team members to enhance technical and commercial competencies.
- Promote compliance with company policies, procedures, and professional standards.
- Encourage knowledge sharing and continuous learning within the project team.
Qualifications & Experience
Essential Requirements
- Degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related discipline.
- HND with significant relevant experience will also be considered.
- Membership of, or progression towards Chartered Membership with, a recognised professional body.
- Proven experience within the building and construction industry.
- Strong knowledge of cost estimation, cost analysis, and commercial management of construction projects.
- Experience administering variations, payment certificates, claims, and final accounts.
- Familiarity with FIDIC Conditions of Contract or other internationally recognised forms of contract.
- Strong communication, negotiation, and stakeholder management skills.
Desirable Requirements
- Experience in road, bridge, and concrete construction projects.
- Knowledge and practical experience working with Cost Value Reconciliation (CVR) processes.
- Experience working on large-scale infrastructure or civil engineering projects.
