Job Purpose

The Senior Manager, Project Finance Management leads end-to-end financial oversight, governance, and strategic management of CAPEX investments across MTN Ghana. The role ensures disciplined capital allocation, robust project financial control, and value-driven investment decisions aligned with Group and national strategic priorities.

The role serves as a key advisor to senior leadership on capital efficiency, investment trade-offs, and financial sustainability while ensuring compliance, transparency, and strong governance across all capital projects.


Key Responsibilities

Strategic Leadership & Capital Planning

  • Lead the preparation and coordination of MTN Ghana CAPEX budgets and multi-year investment plans aligned to Group strategy.
  • Guide capital allocation decisions to balance growth, transformation, resilience, and cost efficiency.
  • Provide financial insights to support enterprise and business unit strategic planning.
  • Advise the Chief Transformation Officer and CAPEX Capacity Planning teams on investment prioritisation and sustainability.
  • Ensure all CAPEX plans are value-driven, executable, and strategically aligned.

Operational & Financial Management

  • Oversee end-to-end project financial management, reporting, and tracking of CAPEX across all business units.
  • Manage project accounting and capitalization in line with MTN Group Capital Projects Toolkit.
  • Control Transformation Division OPEX with strong cost discipline and transparency.
  • Establish and maintain robust CAPEX control frameworks for budgets, commitments, and actuals.
  • Ensure accurate fixed asset accounting through effective Enterprise Asset Management (EAM) systems.
  • Drive efficiency in inventory management and working capital optimisation.

Governance & Oversight

  • Provide governance oversight for all CAPEX projects across MTN Ghana.
  • Coordinate monthly CAPEX Steering Committee (CSC) meetings, including reporting packs and decision support.
  • Act as Single Point of Contact (SPOC) for project management audits.
  • Ensure compliance with MTN Group policies, governance frameworks, and delegated authorities.
  • Continuously improve CAPEX governance processes to enhance accountability and execution discipline.

Risk, Compliance & Assurance

  • Ensure full compliance with contractual obligations relating to capital expenditure.
  • Lead internal and external audit processes for capital projects, including resolution of findings.
  • Enforce adherence to financial controls, accounting standards, and Group requirements.
  • Identify and mitigate financial, operational, and compliance risks in capital projects.
  • Strengthen assurance over asset integrity, capitalization accuracy, and audit readiness.

Reporting & Performance Management

  • Prepare accurate and insightful CAPEX reports for Management, EXCO, and MTN Group.
  • Support development of Board and EXCO papers on capital investment decisions.
  • Track CAPEX performance against budgets, approvals, and strategic objectives.
  • Provide actionable insights on variances, risks, and corrective actions.

Stakeholder Engagement & Advisory

  • Partner with Network, IT, Facilities, Transformation, and Project Management teams as a finance advisor.
  • Engage senior leadership to support informed investment decisions and trade-offs.
  • Ensure alignment between finance, strategy, and project execution functions.
  • Represent Project Finance in governance and cross-functional forums.

Process Improvement & Capability Development

  • Continuously review and enhance CAPEX processes for efficiency and control.
  • Drive standardisation, automation, and digitalisation of project finance processes.
  • Build organisational capability in project finance governance and execution.
  • Promote best practices in capital planning, forecasting, and reporting.

Qualification & Experience

Education

  • Bachelor’s Degree in Accounting, Finance, or Business Administration
  • Project Management qualification is an advantage
  • MBA or professional certification (e.g. ACCA, CIMA, CPA) is an added advantage

Experience

  • Minimum of 8 years’ experience in telecoms project accounting and management
  • At least 5 years in a managerial capacity within a complex corporate environment
  • Experience in capital-intensive industries (telecoms/ICT preferred)

Professional Knowledge & Technical Competencies

  • End-to-end management of large-scale capital portfolios
  • Advanced CAPEX budgeting, forecasting, and variance analysis
  • Strong understanding of project accounting and capitalization principles
  • Deep knowledge of CAPEX governance frameworks and approval hierarchies
  • Strong understanding of contract financial implications
  • Proficiency in ERP systems (e.g., SAP/Oracle-type environments)
  • Strong business partnering capability across technical and operational teams
  • Strong audit, risk, and compliance management capability
  • Knowledge of Enterprise Asset Management systems
  • Strong business analysis and data interpretation skills
  • Advanced reporting, analytics, and financial insight development
  • Strong stakeholder management, communication, and negotiation skills
  • Understanding of Agile/Scrum methodologies
  • Knowledge of GSM network infrastructure and telecom operations
  • Familiarity with IFRS and local accounting standards
