Job Purpose

The Senior Manager, RAN Planning & Optimization will lead the strategic design, planning, and optimization of a cost-efficient and future-ready Radio Access Network (RAN). The role ensures network evolution aligns with business growth, customer demand, and emerging technologies while delivering optimal performance, quality, and cost efficiency.

Key Responsibilities

1. RAN Strategy, Planning & Future Network Design

• Lead the development of a long-term (5+ year) RAN evolution strategy aligned with business and technology roadmaps.
• Translate business growth forecasts and subscriber demand into scalable RAN capacity and design requirements.
• Ensure RAN architecture is future-proof and supports emerging technologies, including 4G, 5G, and IoT ecosystems.
• Oversee end-to-end planning for voice, data, fintech, and digital services across the RAN domain.
• Align core network planning initiatives with performance, KPI, and QoS targets.

2. Budgeting, Cost Optimization & Resource Efficiency

• Develop and manage RAN budget requirements in alignment with business objectives.
• Drive CAPEX and OPEX optimization initiatives across network planning and expansion.
• Control expenditure related to licensing, capacity expansion, and quality assurance programs.
• Identify and implement cost-efficiency opportunities across RAN operations.

3. Network Performance & Quality Management

• Ensure achievement of network KPI and QoS targets across all RAN layers.
• Lead performance monitoring, reporting, and continuous improvement cycles (weekly/monthly).
• Develop advanced methodologies for network performance analysis and optimization.
• Ensure timely deployment of upgrades, including software, licenses, and feature enhancements.

4. Regulatory Compliance & Governance

• Ensure full compliance with national regulatory requirements for RAN design and operations.
• Collaborate with regulatory and compliance stakeholders to meet licensing and QoS obligations.
• Maintain governance standards aligned with MTN Group policies and industry best practices.

5. Vendor, Partner & Stakeholder Management

• Lead RAN solution design engagements and manage outsourced delivery partners.
• Serve as technical lead in procurement processes and vendor negotiations.
• Manage relationships with regulators, equipment vendors, TowerCos, and managed service partners.
• Ensure effective stakeholder alignment across all network delivery initiatives.

6. Infrastructure & Deployment Oversight

• Oversee efficient rollout of RAN infrastructure and ensure delivery quality standards.
• Manage TowerCo partnerships to optimize infrastructure costs and deployment efficiency.
• Supervise outsourced implementation and ensure adherence to design specifications.

7. Cross-Functional Collaboration

• Collaborate closely with internal RAN Planning & Optimization teams to ensure alignment.
• Drive cross-functional integration to achieve business and network performance objectives.

Qualification & Experience Requirements

Education

• Bachelor’s degree in Electrical/Electronic Engineering or related discipline
• Postgraduate qualification is an added advantage
• Professional certification is required

Experience

• Minimum of 10 years’ experience in telecommunications, with strong focus on RAN Planning & Optimization
• At least 5 years in a senior or managerial leadership role
• Proven experience leading cross-functional technical teams

Technical Knowledge & Competencies

• Advanced knowledge of RAN planning, optimization, and radio propagation principles
• Strong understanding of telecom network economics and engineering studies
• Expertise in 4G, 5G, UMTS, GSM, and IoT network design and optimization
• Strong capability in KPI optimization (Accessibility, Retainability, Integrity)
• Deep understanding of VoLTE, VoWiFi, and next-generation voice technologies
• Proficiency in interference analysis and mitigation techniques
• Working knowledge of telecom security and regulatory frameworks
• Strong technical reporting, presentation, and stakeholder communication skills
• Basic financial and budget management understanding
