The U.S. Government Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM), implemented by Chemonics International, supports the continuous availability of quality public health commodities—delivered on time and at the best value—to save lives and advance U.S. Government public health initiatives through the Office of Foreign Assistance at the U.S. Embassy in Accra.
GHSC-PSM achieves this goal by:
Procuring and supplying essential health commodities.
Providing technical assistance to strengthen Ghana’s health supply chain systems.
Collaborating with key stakeholders, particularly the Ministry of Health and Ghana Health Service, to advance national and global health priorities.
Position Overview
The Senior Technical Advisor / Team Lead – System Support serves as a key member of the GHSC-PSM Ghana leadership team and reports directly to the Technical Director. The role provides strategic technical leadership to strengthen Ghana’s public health supply chain systems and ensure the continuous availability of essential health commodities.
The successful candidate will lead initiatives that strengthen supply chain governance, improve data visibility and analytics, and advance implementation of the Supply Chain Master Plan (SCMP) 2025–2029. The position also drives systems performance improvements across national and subnational levels for HIV, malaria, tuberculosis, and nutrition programs while coordinating closely with government counterparts and development partners.
Key Responsibilities
Provide technical leadership to strengthen Ghana’s public health supply chain systems.
Lead implementation and monitoring of the Supply Chain Master Plan (SCMP) 2025–2029.
Strengthen governance structures and promote sustainable supply chain practices.
Enhance data visibility, analytics, and evidence-based decision-making across supply chain systems.
Coordinate with government agencies, development partners, and key stakeholders to advance national health priorities.
Supervise and mentor technical staff, ensuring high-quality and timely delivery of program outputs.
Support program management, reporting, and strategic planning activities.
Promote collaboration across teams to improve performance and efficiency within supply chain systems.
Educational Requirements and Experience
Master’s degree in Health Systems, Pharmacy, Public Health, Supply Chain Management, or a related field required; an advanced degree is preferred. (A pharmacy degree is an advantage but not required.)
Minimum 10 years of professional experience in supply chain systems strengthening or support, preferably within donor-funded or development partner programs.
Demonstrated experience designing, managing, and implementing supply chain or systems strengthening initiatives in low-resource settings.
Proven ability to manage complex U.S. Government or donor-funded public health programs.
Strong background in data management and analytics, with experience using data visualization and analytic tools preferred.
Demonstrated experience supervising teams and delivering high-quality program outputs on schedule.
Strong stakeholder engagement skills with experience working effectively with government counterparts at national and regional levels.
Excellent interpersonal, communication, and cross-cultural collaboration skills.
Proven leadership, integrity, and the ability to navigate complex technical and political environments.
Fluency in English is required.
