Role Summary

The Director, Planning, Research, Monitoring & Evaluation (PRM&E) leads the development of strategic plans, research frameworks, and performance monitoring systems to support the Commission’s mandate. The role ensures that policies, programmes, and projects are evidence-based, effectively implemented, and continuously improved through robust data and analysis.


Key Duties and Responsibilities

  • Coordinate the formulation and review of media policies and regulations.
  • Lead the preparation of corporate plans, strategies, and operational frameworks.
  • Provide strategic advice on services, policies, programmes, systems, processes, procedures, and capacity-building initiatives.
  • Develop and implement performance targets and indicators aligned with the Commission’s goals and objectives.
  • Oversee research programmes and evaluate their effectiveness and impact to inform the development of the media industry.
  • Deliver high-level research insights to support policy implementation and strategic decision-making.
  • Establish and maintain effective research, monitoring, and evaluation frameworks, systems, and tools.
  • Collaborate with national institutions and stakeholders to collect and analyse data for planning and policy development.
  • Coordinate and manage the activities of the PRM&E Division.
  • Assess the economic impact of media policies and regulatory frameworks and identify gaps for improvement.
  • Lead monitoring and evaluation of policies, programmes, and projects to ensure effectiveness and accountability.
  • Ensure the development and maintenance of a comprehensive organisational database.
  • Supervise the preparation and submission of annual, quarterly, and periodic reports.
  • Drive the implementation of performance management policies within the Division.

Qualification Required & Experience

  • Hold a minimum of a Master’s Degree from an accredited tertiary institution in Statistics, Mathematics, Project Management, Business Administration, Computer Science, Economics, or a related field.
  • Possess at least 10 years of relevant post-qualification experience, including a minimum of 5 years in a senior management position in a reputable institution.
  • Demonstrate strong expertise in planning, research, monitoring, and evaluation.
  • Successfully pass a competitive selection interview.

In-Service Entry Requirements

  • Availability of a vacancy at the grade of Director, PRM&E.
  • Serve a minimum of 5 years at the grade of Deputy Director, PRM&E.
  • Maintain a satisfactory performance appraisal record.
  • Successfully pass a competitive selection interview.
