Job Description
JOB TITLE: Monitoring, Evaluation & Learning (MEL) Officer
Organization: Spark MicroGrants
Location: Osino, Eastern Region (with travel to Tamale and project communities)
Employment Type: Full-Time

Role Purpose
We are seeking a detail-oriented and analytical Monitoring, Evaluation & Learning (MEL) Officer to strengthen data systems and support evidence-based programme delivery. You will actively design data tools, manage data collection processes, analyze results, and drive learning to improve programme impact.
Key Responsibilities
You will actively:
- Design and implement monitoring and evaluation systems aligned with programme objectives
- Develop and manage data collection tools and methodologies
- Programme digital data collection tools using platforms such as ODK, Kobo Collect, SurveyCTO, or CommCare
- Oversee and support data collection activities, including managing enumerators
- Analyse quantitative and qualitative data to generate actionable insights
- Prepare high-quality reports for internal and external stakeholders
- Ensure data accuracy, integrity, and compliance with M&E standards
- Support the development and use of logframes, theories of change (ToCs), and results frameworks
- Train and build capacity of staff and partners on M&E tools and processes
- Support learning initiatives by documenting lessons learned and best practices
- Collaborate with programme teams to improve performance and impact
Requirements
- Bachelor’s degree in Monitoring & Evaluation, Statistics, Public Health, Development Studies, or a related field
- Minimum of 3 years’ experience in an M&E role within the NGO or development sector
- Proven experience in designing data collection tools, analyzing data, and reporting findings
- Experience managing data collectors or enumerators
- Proficiency in data analysis tools such as Excel, SPSS, STATA, or R
- Experience with mobile data collection platforms (ODK, Kobo Collect, SurveyCTO, CommCare, etc.)
- Strong knowledge of M&E frameworks, including logframes and theories of change
- Strong analytical, problem-solving, and critical thinking skills
- Excellent writing and reporting skills
- Ability to manage multiple tasks and meet deadlines effectively
- Strong communication and interpersonal skills
- Ability to work independently and collaboratively
- Willingness to travel frequently (approximately 50%) to project sites

Additional Information
- Location includes Osino and Tamale, with approximately 50% travel to field locations
- A three-month probation period will include agreed learning and performance objectives
