JOB TITLE: Monitoring, Evaluation & Learning (MEL) Officer

Role Purpose

We are seeking a highly analytical and proactive Monitoring, Evaluation & Learning (MEL) Officer to support programme delivery in West Mamprusi. You will actively design data systems, manage field data processes, and generate insights that strengthen programme performance and impact.


Key Responsibilities

You will actively:

  • Design and implement monitoring and evaluation systems aligned with programme objectives
  • Develop and manage data collection tools and methodologies
  • Programme mobile data collection tools using platforms such as ODK, Kobo Collect, SurveyCTO, or CommCare
  • Supervise and support enumerators and data collection teams
  • Analyse quantitative and qualitative data to generate actionable insights
  • Prepare high-quality reports for internal and external stakeholders
  • Ensure data accuracy, integrity, and compliance with M&E standards
  • Support development and application of logframes, theories of change (ToCs), and results frameworks
  • Build capacity of staff and partners on M&E tools, systems, and processes
  • Document lessons learned and promote continuous learning across programmes
  • Collaborate with programme teams to improve effectiveness and outcomes

Requirements

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Public Health, Development Studies, or a related field
  • Minimum of 3 years’ experience in an M&E role within the NGO or development sector
  • Proven experience in designing data collection tools, analyzing data, and reporting
  • Experience managing data collectors or enumerators
  • Proficiency in data analysis tools such as Excel, SPSS, STATA, or R
  • Experience using mobile data collection platforms (ODK, Kobo Collect, SurveyCTO, CommCare, etc.)
  • Strong knowledge of M&E frameworks including logframes and theories of change
  • Strong analytical, problem-solving, and critical thinking skills
  • Excellent writing and reporting skills
  • Ability to manage multiple priorities and meet deadlines
  • Strong communication and interpersonal skills
  • Ability to work independently and collaboratively
  • Willingness to travel frequently to project sites

Additional Information

  • The role is based in West Mamprusi with approximately 50% travel to project communities
  • A three-month probation period will include defined learning and performance objectives
  • Expected start date: 1 May 2026
