ASERD-GHANA is seeking a highly motivated and experienced Programme Officer to support programme coordination, strategic planning, donor engagement, and implementation oversight across its development and environmental initiatives.


Position Summary

The Programme Officer will support the planning, coordination, implementation, monitoring, and reporting of programmes and projects under ASERD-GHANA’s portfolio. The successful candidate will provide technical and operational support to programme teams, strengthen stakeholder engagement, contribute to resource mobilization efforts, and ensure effective programme delivery in line with organizational goals and donor requirements.

The role requires strong programme management skills, strategic thinking, stakeholder coordination, and experience working within development and environmental programmes.


Key Responsibilities

A. Programme Development, Planning & Strategy

  • Support the design and development of high-quality programmes and project proposals aligned with ASERD-GHANA’s strategic priorities.
  • Contribute to programme frameworks, theories of change, and results frameworks.
  • Lead programme planning processes, including annual work plans, budgets, and implementation strategies.
  • Ensure integration of cross-cutting themes such as gender equality, climate resilience, and social inclusion.

B. Programme Coordination & Implementation

  • Coordinate implementation of multiple projects to ensure coherence, efficiency, and impact.
  • Provide technical guidance and operational oversight to Project Officers and field teams.
  • Monitor programme performance against approved targets, timelines, and budgets.
  • Identify implementation bottlenecks and recommend practical solutions.
  • Promote adaptive programme management and continuous learning across projects.

C. Donor Engagement & Resource Mobilization

  • Identify funding opportunities and support proposal development processes.
  • Assist with donor communication, compliance management, and partnership engagement.
  • Contribute to concept notes, grant applications, and partnership agreements.
  • Build and maintain strong relationships with development partners and funding agencies.

D. Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Support the development and implementation of programme-level MEAL systems.
  • Harmonize indicators and data collection tools across projects.
  • Analyze programme data to support evidence-based decision-making and reporting.
  • Facilitate learning sessions and document best practices, innovations, and lessons learned.

E. Stakeholder Engagement & Partnerships

  • Build and maintain strong relationships with government agencies, NGOs, community groups, and development partners.
  • Represent ASERD-GHANA in stakeholder meetings, technical working groups, and policy dialogue platforms.
  • Promote collaboration, coordination, and knowledge sharing among partners.
  • Support advocacy initiatives related to environmental sustainability, livelihoods, and rural development.

F. Financial Oversight & Compliance

  • Support programme budgeting, financial planning, and expenditure tracking.
  • Ensure compliance with donor regulations, organizational policies, and reporting requirements.
  • Collaborate with the finance team to ensure effective fund utilization and accountability.
  • Support audits, financial reviews, and compliance processes.

G. Reporting, Documentation & Knowledge Management

  • Coordinate preparation of programme and donor reports.
  • Ensure timely and accurate documentation of programme activities, outputs, and outcomes.
  • Develop knowledge products including:
    • Technical reports
    • Policy briefs
    • Case studies
    • Success stories
    • Communication materials
  • Promote institutional learning and internal knowledge sharing.

H. Team Support & Capacity Building

  • Provide mentorship, coaching, and technical support to Project Officers and field staff.
  • Facilitate capacity-building initiatives for programme teams and partners.
  • Promote teamwork, accountability, and a results-oriented work culture.

Qualifications & Experience

Academic Qualifications

  • Bachelor’s degree in:
    • Development Studies
    • Environmental Science
    • Natural Resource Management
    • Agriculture
    • Climate Change
    • Peace & Security
    • Or a related field
  • A Master’s degree in a relevant discipline will be an added advantage.

Professional Experience

  • Minimum of 3–5 years of relevant experience in programme management within NGOs or development organizations.
  • Proven experience managing donor-funded projects and engaging multiple stakeholders.
  • Experience in rural development, climate resilience, environmental sustainability, or livelihood programmes.
  • Experience working in Northern Ghana or similar rural contexts will be highly desirable.

Technical Skills & Competencies

  • Strong knowledge of programme management and development programming.
  • Experience in proposal writing, fundraising, and donor reporting.
  • Familiarity with MEAL systems and data-driven decision-making approaches.
  • Strong budgeting, financial planning, and financial management skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Experience using digital data collection tools such as KoboToolbox and ODK will be an advantage.
