Job Summary

We are seeking a highly skilled and motivated Education Specialist (Skills & TVET Systems Strengthening) to support the design, planning, and implementation of education and skills development programmes in Ghana.

The successful candidate will strengthen Technical and Vocational Education and Training (TVET) systems, enhance skills development strategies, and support evidence-based education sector planning to improve youth employability and learning outcomes.

Key Responsibilities

• Lead and support programme planning, management, and implementation in education and TVET systems strengthening
• Contribute to education sector analysis, strategic planning, and policy development
• Support the design and implementation of skills development and TVET programmes aligned with national priorities
• Conduct education data analysis to inform programme design, monitoring, and evaluation
• Support budgeting and financial planning for education programmes and initiatives
• Collaborate with government counterparts and stakeholders to strengthen education systems
• Provide technical guidance on education programme development and system reforms
• Contribute to research, knowledge generation, and evidence-based decision-making in the education sector
• Prepare technical reports, policy briefs, and programme documentation
• Support coordination with development partners and UN agencies to ensure programme alignment and impact

Educational Requirement

• Advanced University Degree (Master’s or equivalent) in Education, Economics, Psychology, Sociology, or a related technical field
  OR
• First University Degree (Bachelor’s or equivalent) in a relevant field with 2 additional years of relevant work experience (applicable to internal staff only)

Experience Requirements

• Minimum of 5 years of professional experience in education programme planning, management, and/or research
• Experience in education data analysis, budgeting, strategic planning, and education sector programming
• Experience working in developing country contexts is an asset
• Experience with a UN agency or international development organization is an advantage
• Field-level experience in development, fragile, or humanitarian contexts is highly desirable

Language Requirements

• Fluency in English (spoken and written) is required
• Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an advantage
