We are seeking a proactive and results-oriented Procurement Officer to join our team and support the efficient procurement of goods and services required for our operations and maintenance activities.

Position Summary

The Procurement Officer will oversee procurement and contract administration activities to ensure the timely acquisition of quality goods and services at competitive prices. The role requires strong leadership, supplier management, contract administration, and stakeholder engagement skills to support operational objectives while maintaining compliance with company policies and procedures.

Key Duties and Responsibilities

The successful candidate will:

  • Prepare and implement the annual procurement plan to support approved Operations and Maintenance (O&M) activities.
  • Lead procurement activities and collaborate with internal departments to identify, source, and procure required goods and services in accordance with company policies and procedures.
  • Guide and support the procurement team to achieve departmental objectives and contribute to plant performance targets.
  • Enforce procurement policies and guidelines to secure best value for money within required timelines.
  • Ensure all approved purchases meet quality standards and cost-effectiveness requirements.
  • Conduct due diligence on prospective suppliers and manage vendor registration processes.
  • Maintain and update the vendor database and vendor register on a semi-annual basis.
  • Monitor procurement records, purchase history, supplier performance, and other critical procurement data.
  • Coordinate the declaration, survey, and disposal of obsolete, damaged, and unused materials, equipment, and minor fixed assets.
  • Liaise with the Finance Department to ensure timely vendor payments in accordance with contractual obligations and to avoid penalties arising from overdue invoices.
  • Ensure management approval is obtained for all air freight shipments and implement proactive procurement planning to minimize costly expedited shipping requirements.
  • Coordinate and monitor customs clearance activities to facilitate timely delivery of imported goods.
  • Prepare monthly procurement reports covering requisitions, procurement costs, RFQs, freight expenses, invoice status, delivery schedules, and related procurement activities.
  • Coordinate supplier identification, vendor evaluation, quotation analysis, and recommendations for annual rate contracts.
  • Quantify annual service contract requirements, manage tendering and bidding processes, evaluate submissions, and recommend successful bidders for management approval.
  • Act as the primary liaison between the Company and service contractors throughout the contract lifecycle.
  • Promote professionalism, ethical conduct, and positive representation of the Procurement function.
  • Deliver assigned tasks within agreed timelines and performance targets.
  • Support the Financial Controller, Facility Manager, and other stakeholders by undertaking additional duties as required.
  • Perform any other responsibilities that may reasonably be assigned in line with business needs.

Qualifications and Experience

Essential Qualifications

  • Bachelor’s Degree in Procurement and Logistics, Supply Chain Management, Purchasing and Supply, or a related discipline.
  • Alternatively, a Higher National Diploma (HND) in Purchasing and Supply or a related field.

Experience

  • Minimum of five (5) years’ relevant experience in procurement, supply chain management, or contract administration.
  • Demonstrated experience in supplier sourcing, evaluation, and performance management.
  • Proven experience in contract administration and procurement processes.
  • Experience in inventory management, stock reconciliation, stock control, and cyclical stock counts.
