Position Summary
The HR Officer will provide strategic and operational support for the Academy’s human resource functions. The successful candidate will oversee key HR processes, ensure compliance with employment regulations, maintain accurate personnel records, support employee development initiatives, and promote a productive and positive workplace culture.
This role requires a highly organized and experienced HR professional with strong administrative capabilities, sound judgment, and a commitment to confidentiality and ethical conduct.
Key Responsibilities
- Implement and monitor human resource policies, procedures, and best practices.
- Maintain accurate and confidential employee records and HR databases.
- Support recruitment, onboarding, employee engagement, and retention initiatives.
- Coordinate performance management processes and staff development activities.
- Provide guidance on employee relations matters and facilitate conflict resolution where necessary.
- Ensure compliance with the Ghana Labour Act and applicable public sector HR regulations.
- Prepare HR reports, workforce data analyses, and administrative documentation.
- Support the development and implementation of organizational policies and workforce planning initiatives.
- Advise management on HR-related matters and emerging workforce trends.
- Promote a culture of professionalism, accountability, and continuous improvement.
- Assist with staff welfare and organizational development programs.
- Ensure effective administration of HR systems and procedures.
Qualifications and Experience
Educational Requirements
- Master’s Degree in Human Resource Management, Public Administration, or a related field.
Professional Experience
- Minimum of five (5) years’ relevant post-qualification experience, with at least two (2) years in a management or leadership role within an academic, public sector, or corporate environment.
- Demonstrable experience and a proven track record in Human Resource Management.
- Membership with a recognized professional body (e.g., IHRMP Ghana) will be an added advantage.
- Strong knowledge of higher education systems and governance structures will be an advantage.

- Strong knowledge of the Ghana Labour Act and public service HR practices.
- Excellent administrative, record-keeping, and report-writing skills.
- High standards of confidentiality, professionalism, and ethical conduct.
- Strong interpersonal and relationship-management abilities.
- Effective conflict resolution and problem-solving skills.
- Excellent communication and stakeholder engagement skills.
- Strong organizational and time-management capabilities.
- Attention to detail and accuracy in handling sensitive information.
- Ability to work independently and collaboratively within a professional environment.
Tenure
The appointment is subject to performance-based progression and will continue until the incumbent reaches the compulsory retirement age of sixty (60) years, in accordance with the Academy’s policies and applicable regulations.
