Position Summary

MTN Ghana invites applications from highly experienced telecommunications professionals for the position of Senior Manager, Core Network Planning and Engineering (Full-Time). The role leads strategic core network design, capacity planning, optimization, and lifecycle management to ensure a future-ready, high-performing, and cost-efficient network architecture aligned with business growth and technology evolution.

Key Responsibilities

Strategic Network Planning & Design

  • Lead the end-to-end design and long-term planning of a cost-efficient core network aligned to a 5+ year roadmap
  • Translate business strategy and subscriber forecasts into scalable core network architecture and capacity plans
  • Develop future-proof network designs that support evolving Voice, Data, Home, and Digital services

Capacity Planning & Network Optimization

  • Ensure continuous capacity availability across all core network nodes
  • Oversee planning activities to achieve KPIs and service quality targets
  • Develop advanced methodologies for performance monitoring and optimization

Financial Management & Cost Optimization

  • Develop and manage departmental budgets aligned with corporate business plans
  • Contribute to CAPEX and OPEX planning and governance
  • Drive cost efficiency and resource optimization initiatives across core network operations

Network Performance Management & Reporting

  • Oversee core network performance monitoring and optimization
  • Deliver accurate weekly and monthly performance reports
  • Ensure compliance with QoS standards through proactive planning and implementation

Technology Lifecycle & Compliance Management

  • Ensure all core network elements remain licensed, updated, and compliant
  • Plan and budget for software upgrades and technology refresh cycles
  • Support continuous modernization aligned with emerging technologies

Vendor & Stakeholder Management

  • Manage vendor relationships to ensure optimal delivery and performance
  • Lead outsourced project governance, including vendor selection and performance evaluation
  • Act as technical lead in procurement negotiations and vendor assessments

Governance, Collaboration & Leadership

  • Lead and collaborate with Core Planning teams across the organization
  • Provide strategic leadership in all core network planning initiatives
  • Ensure alignment with MTN Group standards and operational frameworks

Qualification Required & Experience

Education

  • Bachelor’s degree in Electrical and Electronic Engineering or related discipline
  • Postgraduate qualification is an added advantage
  • Professional certification is required

Experience

  • Minimum of 10 years’ experience in telecommunications core network planning and engineering
  • At least 5 years in a managerial or leadership role
  • Proven experience leading cross-functional technical teams and complex projects

Technical Knowledge & Skills

The ideal candidate will demonstrate strong expertise in:

  • Core network planning, engineering economics, and capacity dimensioning
  • Signalling network analysis for performance and resource optimization
  • Mobile network architecture across 2G, 3G, 4G, and 5G
  • Voice, data, and digital service core network design
  • IMS, VoLTE, VoWiFi, VoBB, and advanced calling services
  • 4G/5G and IoT network planning and operational principles
  • Fixed and home broadband core networks (FWA, FTTx, Wi-Fi deployments)
  • SIP, SIGTRAN, and Diameter signalling protocols
  • NFV (Network Function Virtualization), SDN (Software Defined Networking), and cloud-native architectures
  • Telecom network security and regulatory compliance
  • Basic financial and business planning acumen
  • Technical reporting and executive-level presentation skills
