Director of Operations (Full-Time)

Location: Accra

The African Health Economics and Policy Association (AfHEA) is a leading professional association dedicated to advancing health economics and health policy research, education, and practice across Africa. Through collaboration, capacity building, and evidence-based policy engagement, AfHEA works to strengthen health systems and improve health outcomes across the continent. We are seeking a strategic and results-oriented Director of Operations to provide operational leadership and support the Association’s continued growth and impact.

Job Summary

The Director of Operations will provide strategic and operational leadership across the Association’s core functions, ensuring efficient operations, strong governance, sound financial management, and effective stakeholder engagement. Working closely with the Executive Director, the successful candidate will drive organisational performance, strengthen institutional capacity, and support the implementation of AfHEA’s strategic objectives.

Key Responsibilities

Strategic Leadership and Organisational Development

  • Develop and implement operational strategies, policies, and procedures that align with AfHEA’s strategic goals.
  • Establish performance objectives and monitor organisational effectiveness, sustainability, and growth.
  • Support the Executive Director in executing strategic initiatives and operational plans.
  • Identify opportunities to improve organisational efficiency, innovation, and service delivery.

Operations and Human Resource Management

  • Oversee the Association’s day-to-day operations to ensure effective coordination across all departments.
  • Provide leadership and supervision for administration, finance, human resources, communications, marketing, information technology, and other operational functions.
  • Lead recruitment activities and foster a high-performance culture through coaching, mentoring, and staff development.
  • Promote employee engagement, accountability, and continuous improvement across the organisation.

Financial Management and Sustainability

  • Lead the preparation of annual budgets and financial forecasts in collaboration with finance and programme teams.
  • Monitor organisational expenditure to ensure compliance with approved budgets, donor requirements, and internal policies.
  • Support the development and implementation of sustainable revenue generation and organisational growth strategies.

Membership and Stakeholder Engagement

  • Oversee membership engagement initiatives that strengthen member participation, retention, and organisational growth.
  • Foster strong collaboration and communication among staff, members, partners, donors, and other stakeholders.
  • Support the Executive Director in managing strategic partnerships and donor relationships.

Resource Mobilisation and Reporting

  • Lead and support fundraising initiatives, proposal development, and resource mobilisation activities.
  • Coordinate the preparation of high-quality donor, operational, and organisational reports.
  • Monitor operational performance using key performance indicators and recommend improvements based on data-driven insights.

Governance Support

  • Attend Board meetings as requested by the Executive Director.
  • Present operational updates and provide relevant information to support governance and strategic decision-making.

Qualification Required & Experience

Essential Requirements

  • Master’s degree in Business Administration, Management, Public Administration, Non-Profit Management, or a related discipline.
  • Minimum of five (5) years’ progressive experience in operations management, preferably within a non-governmental organisation, professional association, or similar environment.
  • Proven experience in strategic planning, organisational development, and operational leadership.
  • Demonstrated success in business development, fundraising, and resource mobilisation.
  • Strong experience in budget preparation, financial oversight, and resource management.
  • Proven ability to develop and implement organisational sustainability strategies, including membership engagement and consultancy initiatives.
  • Practical experience in human resource management and organisational development.
  • Strong understanding of finance, administration, communications, human resources, and information technology functions.
  • Experience working with development partners, donors, and external stakeholders.
  • Proficiency in business technologies and operational management systems.
  • Excellent analytical, problem-solving, organisational, and decision-making skills.
  • Outstanding leadership, interpersonal, communication, and stakeholder management abilities.

Desirable Qualifications

  • Experience working within a health-related non-governmental organisation.
  • Experience in an international or regional membership-based organisation.
  • Ability to communicate effectively in both English and French will be an added advantage.
