Role Summary

Telecel Ghana is seeking an experienced and highly skilled IP Network & Services Planning Specialist to support the planning, design, optimization, and evolution of the company’s IP network infrastructure. The successful candidate will play a critical role in ensuring the integrity, scalability, security, and performance of Telecel Ghana’s core packet network while supporting future technology initiatives and business growth.

This position requires strong expertise in IP networking technologies, strategic planning, capacity management, and cross-functional collaboration.


Key Responsibilities

Network Planning & Architecture

  • Design and implement scalable IP/MPLS, BGP, OSPF, and IS-IS network architectures supporting mobile core, enterprise, and broadband services.
  • Develop network solutions that align with industry best practices and Telecel Ghana’s long-term technology strategy.
  • Plan and document IP addressing schemes, routing policies, traffic engineering models, and QoS configurations.
  • Ensure network designs meet security, resilience, redundancy, and service availability standards.

Capacity Planning & Optimization

  • Conduct network capacity forecasting and expansion planning across core, aggregation, and edge network layers.
  • Evaluate current network performance and recommend enhancements to support future growth and service demands.
  • Drive continuous improvement initiatives to optimize network efficiency and operational effectiveness.

Technical Leadership & Governance

  • Serve as the escalation point for complex fault resolution and technical problem-solving activities.
  • Provide technical guidance to operational and project teams on network planning and design standards.
  • Review solutions delivered by internal teams and external vendors to ensure compliance with approved architecture standards and future network strategies.
  • Promote adherence to best practices among suppliers, partners, and stakeholders.

Service Assurance & Continuous Improvement

  • Monitor network trends and recommend proactive improvements to enhance reliability and customer experience.
  • Identify opportunities for automation, process improvement, and operational efficiency.
  • Support strategic initiatives involving next-generation networking technologies and digital transformation programs.

Stakeholder Collaboration

  • Work closely with engineering, operations, project delivery, and vendor teams to ensure successful implementation of network initiatives.
  • Collaborate with internal and external stakeholders to maintain alignment with business objectives and network roadmaps.
  • Contribute effectively within multidisciplinary teams while maintaining strong professional relationships.

Qualification Required & Experience

Educational Qualifications

  • Bachelor’s Degree in Electrical Engineering, Electronic Engineering, Telecommunications, Computer Engineering, or a related field.

Professional Experience

  • Minimum of five (5) years’ experience in IP Network Planning, Network Design, or Network Operations within a telecommunications or Internet Service Provider (ISP) environment.
  • Proven experience designing and managing large-scale IP network infrastructures.

Technical Competencies

  • Strong expertise in routing and switching technologies including:
    • BGP
    • OSPF
    • MPLS
    • QoS
    • Multicast
    • IPv6
  • Hands-on experience with networking equipment from vendors such as Huawei, Nokia, Cisco, or Juniper.
  • Strong understanding of IP service platforms including:
    • BRAS
    • CGNAT
    • DHCP
    • DNS
    • AAA
  • Knowledge of Software-Defined Networking (SDN), Network Functions Virtualization (NFV), cloud networking, and network automation tools such as Python and Ansible will be an advantage.
