NATIONAL CONSULTANT: MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) SPECIALIST

Position Summary

We are seeking an experienced and analytical National Consultant: Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to support program monitoring, data analysis, accountability systems, and organizational learning initiatives. The successful candidate will strengthen evidence-based decision-making processes by ensuring high-quality monitoring and evaluation practices across programs and projects.

This role requires a strategic professional with extensive experience in monitoring and evaluation, strong analytical capability, and the ability to communicate complex information clearly to diverse audiences.

Key Responsibilities

  • Design, implement, and strengthen monitoring, evaluation, accountability, and learning frameworks and systems.
  • Analyze and interpret data from complex information systems to support evidence-based decision-making.
  • Prepare clear, accurate, and comprehensive reports, presentations, and analytical summaries for stakeholders.
  • Support the development and tracking of program indicators, targets, and performance measurements.
  • Ensure data quality, consistency, and compliance with organizational standards and reporting requirements.
  • Facilitate learning and knowledge-sharing initiatives to improve program effectiveness and impact.
  • Support accountability mechanisms and promote continuous improvement across projects and operations.
  • Collaborate with internal teams, partners, and stakeholders to strengthen monitoring and evaluation processes.
  • Present findings and recommendations in accessible and actionable formats for different audiences.

Educational Requirements

  • Advanced Degree in Monitoring & Evaluation, Statistics, Public Health, Social Sciences, Development Studies, or a related field.
  • Additional qualification or professional training in Monitoring and Evaluation is required.

Experience & Skills Required

  • Minimum of 10 years’ relevant work experience in monitoring and evaluation.
  • Strong ability to analyze and interpret information from complex data and information systems.
  • Excellent written and verbal communication skills.
  • Strong presentation and stakeholder engagement abilities.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Strong attention to detail and commitment to data accuracy and accountability.

Language Requirements

  • Fluency in English is required.
