Position Summary
We are seeking a highly competent and detail-oriented Procurement Officer to support and strengthen our procurement operations. The successful candidate will manage end-to-end procurement processes, ensure compliance with applicable regulations and donor requirements, and contribute to efficient, transparent, and value-driven procurement practices.

This role requires a professional who combines strong technical procurement expertise with excellent stakeholder management skills and the ability to operate effectively in a regulated financial institution environment.
Key Responsibilities
Procurement Planning & Execution
- Manage and execute procurement activities in accordance with organizational policies and applicable regulations.
- Develop and implement procurement plans aligned with business and operational needs.
- Oversee end-to-end procurement processes, including sourcing, tendering, evaluation, negotiation, and contract award.
- Ensure procurement activities deliver value for money, efficiency, and compliance.
Compliance & Regulatory Management
- Ensure strict compliance with the Public Procurement Act, 2003 (Act 663) as amended, and relevant World Bank Procurement Procedures.
- Maintain adherence to internal procurement policies, governance frameworks, and audit requirements.
- Support internal and external audits by providing accurate procurement documentation and records.
- Monitor procurement activities to ensure transparency, fairness, and accountability.
Contract Management
- Manage various forms of procurement contracts and ensure compliance with contractual terms and conditions.
- Support contract negotiation, administration, and performance monitoring.
- Identify and mitigate procurement and contractual risks.
- Ensure proper documentation and management of all procurement agreements.
Stakeholder Engagement
- Work closely with internal departments, finance teams, and project units to understand procurement needs.
- Engage effectively with suppliers, vendors, consultants, and service providers.
- Communicate procurement decisions clearly and professionally to stakeholders.
- Build and maintain strong, ethical, and transparent supplier relationships.
Reporting & Continuous Improvement
- Prepare clear and accurate procurement reports, documentation, and correspondence.
- Maintain up-to-date procurement records and tracking systems.
- Contribute to process improvement initiatives aimed at enhancing procurement efficiency and effectiveness.
- Provide analytical insights to support procurement decision-making.
Qualifications & Experience
- Bachelor’s Degree in Supply Chain Management, Procurement, Logistics, Business Administration, or a related field.
- Professional certification such as CIPS or MCIPS will be an added advantage.
- Minimum of five (5) years of relevant experience in operational procurement.
- Strong knowledge and practical application of the Public Procurement Act, 2003 (Act 663) as amended.
- Experience with World Bank Procurement Procedures is required.
- Strong understanding of procurement contract types and legal principles governing procurement.
- Experience in a regulated financial or development institution will be an advantage.
- People management or leadership experience will be an added advantage.
