The Opportunity

The Environmental Protection Authority is seeking an accomplished Project Procurement Officer to support the implementation of a major donor-funded environmental programme.

Reporting to the National CRLSLNG Manager, the successful candidate will lead procurement and contract management activities while ensuring full compliance with the procurement regulations of the United Nations Environment Programme (UNEP), the Green Climate Fund (GCF), and the Government of Ghana (GoG).

The Project Procurement Officer will be based within the Project Management Unit (PMU) located at the Environmental Protection Authority in Accra and will play a key role in ensuring transparent, efficient, and compliant procurement processes throughout the project lifecycle.

Key Responsibilities

As the Project Procurement Officer, you will:

  • Develop, implement, and monitor project procurement plans in line with donor and Government of Ghana requirements.
  • Ensure full compliance with UNEP, GCF, and Government of Ghana procurement regulations, policies, and procedures.
  • Lead procurement planning, tendering, bid evaluation, contract award, and contract administration processes.
  • Prepare high-quality procurement plans, bidding documents, evaluation reports, and contract documentation for procurement activities of varying complexity.
  • Coordinate procurement and logistics activities to support timely project implementation.
  • Manage supplier and contractor selection processes while promoting transparency, fairness, and value for money.
  • Monitor contract performance and ensure compliance with contractual obligations.
  • Oversee inventory management and logistics activities related to project implementation.
  • Collaborate with implementing agencies, government institutions, development partners, and project stakeholders to coordinate procurement activities.
  • Prepare procurement reports, performance updates, and compliance documentation for management and donor agencies.
  • Identify procurement risks and implement appropriate mitigation strategies.
  • Maintain accurate procurement records and documentation to support internal and external audits.
  • Support continuous improvement of procurement systems, policies, and operational efficiency.

Qualifications and Experience

The ideal candidate will possess:

  • A Master’s Degree in Procurement and Supply Chain Management or an equivalent postgraduate qualification.
  • Full membership in good standing with at least one internationally recognized professional procurement and supply chain management body for a minimum of five (5) years.
  • Membership in at least one recognized national procurement and supply chain professional body in Ghana.
  • Minimum of fifteen (15) years’ professional experience in procurement and contract management within structured organisations.
  • At least eight (8) years’ experience managing procurement activities within United Nations, World Bank, or other multilateral donor-funded programmes implemented by the Government of Ghana.
  • Demonstrated experience managing procurement for projects of similar scale and complexity within the past five (5) years.
  • Minimum of ten (10) years’ experience coordinating procurement within multi-agency programme environments.
  • At least twelve (12) years’ experience working with EPA or similarly structured procurement, financial, and administrative systems.
  • Extensive knowledge of procurement planning, contract management, logistics, inventory management, and donor procurement frameworks.

  • Excellent analytical, organisational, and strategic planning abilities.
  • Proven ability to prepare procurement plans, bidding documents, evaluation reports, and contract documentation.
  • Strong stakeholder engagement and relationship management skills.
  • Excellent written and verbal communication skills.
  • Ability to analyse large datasets and prepare comprehensive procurement reports for senior management.
  • Strong attention to detail and commitment to transparency and accountability.
  • Ability to work effectively under pressure while managing multiple priorities.
  • High ethical standards, integrity, and professionalism.
