Role Overview

We are looking for a dynamic Technical Advisor – Innovation & Framework to drive initiatives that strengthen innovation ecosystems and improve framework conditions for SMEs. In this role, you will actively support policy development, foster collaboration across sectors, and promote digital and AI-driven transformation within Ghana’s agro-processing and digital economy.

Scope of the Role

• Support macro-level project activities that enhance innovation and improve framework conditions for SME competitiveness.
• Provide technical advisory support to partner institutions on policies, strategies, and procedures that drive entrepreneurship, job creation, and sustainable value chains.
• Contribute to policy development in innovation, entrepreneurship, and digital transformation.
• Promote science-to-business (S2B) approaches by strengthening collaboration between research institutions and the private sector.
• Strengthen innovation ecosystems by supporting hubs, intermediaries, and digital platforms.
• Advance the development of AI and digital ecosystems to improve SME productivity, competitiveness, and market access.

Key Responsibilities

• Drive the development of AI, data, and cybersecurity ecosystems through stakeholder engagement and strategic partnerships.
• Strengthen innovation hubs and intermediary organizations to enhance support for startups and SMEs.
• Facilitate collaboration between academia and industry to translate research into market-ready solutions.
• Design and implement innovation programmes such as challenges, pilot projects, and accelerators.
• Promote the adoption of digital and data-driven solutions across SMEs and agribusiness value chains.
• Conduct ecosystem analyses to guide programme design and strategic interventions.
• Coordinate with key stakeholders and contribute to programme implementation, monitoring, and reporting.

Qualifications & Experience

• Hold a Master’s degree in Social Sciences, Public Policy, Development Cooperation, ICT, Agricultural Technology, or a related field.
• Demonstrate a minimum of 5 years’ relevant experience, particularly within public policy or digital policy environments.
• Possess a strong understanding of Ghana’s digital policy and entrepreneurship landscape.
• Show solid knowledge of the Agritech ecosystem and linkages between academia and agricultural value chains.
• Have experience working with innovation hubs, intermediaries, or civil society organizations.
• Demonstrate knowledge and practical exposure to AI and data ecosystems.
• Exhibit strong ICT skills and proficiency in standard computer applications.
• Communicate effectively in English, with excellent written and verbal skills.
• Be proficient in Microsoft Office tools, including Word, Excel, PowerPoint, and MS Teams.
• Work effectively under pressure, demonstrating flexibility, attention to detail, and strong organizational skills.
