Project Background

The global project Mobilize Net Zero II (MNZ II) supports partner countries in decarbonising the transport sector and accelerating climate action through policy development, capacity building, and investment mobilization.

In Ghana, the project collaborates with key government stakeholders, including the Ministry of Transport and the Ministry of Energy, to strengthen climate policies, promote sustainable mobility solutions, and scale up climate investments in the transport sector.


Position Overview

GIZ Ghana is seeking a Technical Advisor (MNZ II) to support the implementation of the Mobilize Net Zero II project in Ghana.

The Technical Advisor will contribute to the technical and organizational implementation of project activities, working closely with political partners, regulatory bodies, transport stakeholders, and private sector actors. The role involves providing strategic and technical advisory services on climate action in the transport sector, supporting policy development, mobilizing finance, and strengthening stakeholder capacities.

The position will also collaborate with the global MNZ II team and colleagues at GIZ headquarters to ensure alignment with the global mobilizing.


Key Responsibilities

The Technical Advisor will:

  • Advise political partners, transport agencies, and sector stakeholders on the development, implementation, and monitoring of climate policies and measures for the transport sector.

  • Support government institutions and private-sector actors in mobilizing finance to scale up climate action in transport.

  • Develop knowledge products, policy briefs, and training formats to strengthen the capacity of political partners and sector stakeholders.

  • Manage and supervise services contracted to external consultants, ensuring quality delivery and alignment with project objectives.

  • Plan, facilitate, and document events such as trainings, stakeholder consultations, conferences, and study tours.

  • Promote collaboration and knowledge exchange with other GIZ programmers working on related themes to ensure synergy and coordination.

  • Support strategic, financial, and operational planning, including monitoring and reporting of project progress.

  • Perform additional tasks assigned by management to ensure the effective implementation of the project.


Required Qualifications and Experience

Applicants should meet the following requirements:

  • Master’s degree in Transport, Energy, Environmental Studies, Economics, or a related field.

  • At least five (5) years of relevant professional experience in the transport, automotive, green technology, or related sectors, with a strong focus on advisory services and project implementation.

  • Demonstrated experience working with ministries, government agencies, or public institutions in Ghana or other African countries.

  • Proven experience in technical advisory services and project management, preferably in development cooperation or emerging economy contexts.

  • Strong technical expertise in electric mobility, EV infrastructure, data collection, climate strategies for transport, and relevant international standards and policies.

  • In-depth knowledge of the Ghanaian transport sector, climate policy framework, institutional landscape, and key stakeholders.

  • Excellent analytical, communication, and stakeholder engagement skills.

  • Ability to work independently and collaboratively within multicultural teams.
