National Consultant – Productive Inclusion Expert (Full-Time)

Role Overview

UNICEF Ghana is seeking three (3) National Consultants – Productive Inclusion Experts to provide technical support under the Livelihood Empowerment and Productive Inclusion Programmer (LEPIP). Consultants will work with district implementation teams to ensure the effective delivery of programmer activities, support the expansion to new districts, and provide oversight for beneficiary economic and social inclusion initiatives.

Scope of Work

Each consultant will:

  • Support orientation and training workshops for new expansion districts, preparing teams for the identification and screening of eligible beneficiaries.

  • Provide oversight of district implementation teams in all new districts, ensuring field activities follow the programmer operations manual.

  • Assist MMDAs in maintaining training modules and teaching/learning aids, adapting the LEPIP operations manual as needed.

  • Supervise the selection of viable enterprise activities for support across beneficiary districts.

  • Oversee the selection of Training Service Providers in all beneficiary districts.

  • Ensure the prompt review and processing of grant applications and timely disbursement of grants and other benefits.

  • Support market linkage networks for beneficiaries’ investment and income-generating activities.

  • Develop systems for effective partnerships with collaborating institutions and stakeholders.

  • Introduce appropriate technology and innovation to optimize outputs and outcomes of beneficiary enterprises.

  • Contribute to the development of sustainability strategies for beneficiaries’ business activities.

Key Qualifications & Experience

Education:

  • Advanced university degree (Master’s or higher) in social policy, sociology, social protection, development studies, anthropology, economics, public policy, or a related field.

Work Experience:

  • Minimum 5 years of experience in social protection programming and delivery.

  • Proven experience leading cash transfer or skills programmers for productive and economic inclusion.

  • Strong understanding of the Ghana social protection landscape and local government system.

  • Excellent communication, presentation, and public speaking skills.

  • Experience facilitating high-level engagement with policy makers.

Desirable:

  • Skills in facilitating high-level engagement with policy makers.

  • Fluency in English is required.
