Role Overview
The Technical Advisor (Municipal Solid Waste) will support the planning, coordination, and implementation of sustainable waste management initiatives at the municipal level. The role focuses on strengthening institutional capacity, facilitating stakeholder collaboration, and advancing project development and financing for climate-resilient urban infrastructure.
Key Responsibilities
- Act as the primary focal point between the Sekondi-Takoradi Metropolitan Assembly (STMA), technical advisors/consultants, and implementing partners (GIZ and C40) across multiple locations.
- Build and maintain strong, trust-based working relationships between the Cities Finance Facility (CFF) and the STMA team.
- Support the STMA administration in identifying and delivering technical assistance and capacity development initiatives.
- Assist the city project team in developing high-quality Terms of Reference (ToRs) for national and international consultants.
- Support procurement processes for consultancy services and oversee the day-to-day supervision of consultants, ensuring quality control and technical alignment of deliverables.
- Provide technical guidance and backstopping to CFF advisors and consultants.
- Lead progress reporting on project objectives and performance indicators, and facilitate additional technical support where required.
- Support the city administration in documenting lessons learned and sharing knowledge with other cities, contributing to the development of tools and knowledge products under CFF.
- Advise the city in engagements with potential funders and key stakeholders, supporting resource mobilization efforts.
- Ensure strict confidentiality of all information and documentation related to the city and project activities.
Qualifications and Experience
- Master’s degree in Environmental Engineering, Environmental Management, Climate Change, Finance, Environmental Science, or a related field.
- Minimum of five (5) years of experience in public administration, with strong knowledge of local government systems and administrative processes in Ghana.
- At least eight (8) years of professional experience in waste management, including areas such as municipal solid waste, organic waste treatment, biodigestion, or infrastructure project development.
- Proven experience in project development and financial structuring, preferably in waste financing or climate-focused urban infrastructure projects.
- Experience working with development finance institutions and donor-funded projects.
- Demonstrated ability to lead multidisciplinary teams and effectively manage diverse stakeholder relationships.
- Experience working with community organizations or the informal sector in waste management is an advantage.
- Strong networking, communication, and interpersonal skills.
