Job Purpose

UNFPA Ghana seeks an experienced Individual Consultant to conduct the Mid-Term Review (MTR) of the 8th Country Programme. The MTR serves as a light-touch, formative, and forward-looking exercise designed to strengthen learning, adaptive management, and strategic decision-making. It does not constitute a full Country Programme Evaluation and does not assign performance ratings.

The review focuses on identifying lessons learned, implementation bottlenecks, and emerging opportunities to improve programme relevance, coherence, effectiveness, and efficiency for the remainder of the programme cycle (2023–2025, with consideration of 2026–2027 adjustments).


Key Responsibilities

The Consultant will:

  • Lead the Mid-Term Review using a theory-based, participatory, and mixed-methods approach
  • Assess the Country Programme Theory of Change and its contribution to UNFPA outcomes
  • Review programme outputs across key areas, including:
    • Sexual and Reproductive Health (SRH) information and services
    • Gender and social norms
    • Adolescents and youth programming
    • Population and development
  • Examine cross-cutting accelerators, including:
    • Gender-transformative programming
    • Human rights-based approaches
    • Innovation and digital solutions
    • Leaving no one behind principles
    • Strategic partnerships and resource mobilization
    • Integrated programming approaches
  • Conduct desk reviews of programme documents, national strategies, UNSDCF, and UNFPA frameworks
  • Facilitate focus group discussions and stakeholder consultations
  • Analyse secondary data from national surveys and administrative sources
  • Undertake limited field visits where feasible
  • Synthesize findings into clear, actionable recommendations for programme improvement
  • Ensure ethical standards, confidentiality, and adherence to the do-no-harm principle throughout the review process
  • Produce high-quality analytical reports and presentations for stakeholders

Geographic and Temporal Scope

  • Geographic Scope: National level and selected priority regions/districts (to be confirmed during inception phase)
  • Timeframe: January 2023 – December 2025, including consideration of adjustments for 2026–2027

Qualifications and Experience

Education:

  • Advanced university degree in Demography, Statistics, Economics, Population Studies, Public Health, Development Studies, or a related field

Experience:

  • Minimum of 7 years’ experience conducting multi-sectoral reviews or evaluations in development or humanitarian contexts
  • Proven experience leading evaluations for UN agencies, international organizations, or development partners
  • Strong knowledge of theory-based and mixed-methods evaluation approaches
  • Demonstrated ability to integrate human rights, gender equality, and intersectional perspectives into analytical work
  • Strong analytical, synthesis, and report-writing skills
  • Excellent interpersonal and communication abilities
  • Experience working with government, civil society, and UN stakeholders
  • Strong understanding of Ghana’s development context, including SRHR, GBV, and youth programming

Languages

  • Fluency in English is required
