We are seeking a proactive and experienced Programme Officer to support programme implementation and stakeholder engagement within the Volta Region.

Job Summary

The Programme Officer will coordinate and support the implementation of donor-funded programmes in the Volta Region, ensuring activities are delivered effectively, efficiently, and in line with approved work-plans and organizational standards. The successful candidate will contribute to programme coordination, technical delivery, stakeholder engagement, monitoring and reporting, and resource mobilization initiatives.

Key Responsibilities

A. Programme Coordination and Implementation

  • Coordinate day-to-day implementation of project activities in the Volta Region in line with approved work-plans and budgets.
  • Support Programme Managers at Head Office to execute field-level activities, including mobilization, logistics, facilitation, and documentation.
  • Develop quarterly and monthly activity schedules and maintain an updated implementation tracker.
  • Provide timely updates to Head Office on programme progress, operational constraints, and priority actions.

B. Technical Support (ARH, Education, Youth Employability, Gender)

  • Provide technical input into activity design and implementation relating to adolescent reproductive health, education, and youth/women employability initiatives.
  • Facilitate or support technical trainings for young people, educators, health workers, and community structures using approved safeguarding practices and training materials.
  • Ensure interventions are inclusive, gender-responsive, and appropriate for adolescents and youth.

C. Stakeholder Engagement and Coordination

  • Liaise with stakeholders across the health, education, and youth sectors, including government institutions, schools, health facilities, community leaders, CSOs, and private sector partners.
  • Plan, coordinate, and document meetings, workshops, and stakeholder engagement activities.
  • Prepare meeting minutes and follow-up action trackers.
  • Support collaboration with district and regional authorities to strengthen programme sustainability and local ownership.

D. Monitoring, Reporting, and Issue Management

  • Monitor programme activities, verify completion, and ensure quality documentation including attendance records, reports, and approved photographs with consent.
  • Report critical issues and findings promptly to Head Office and relevant stakeholders, and follow up until resolution.
  • Collaborate with the MEARL Team to support field monitoring, data collection, data quality assurance, and timely reporting.
  • Contribute to documenting lessons learned, best practices, and programme success stories.

E. Administrative and Financial Support

  • Support administrative, programme, and routine financial processes including procurement requests, activity retirements, and audit documentation.
  • Assist with activity-level budget tracking and promptly flag financial variances or cost risks.

F. Proposal Development and Resource Mobilization

  • Contribute to drafting funding proposals, concept notes, and donor reports relating to the Volta Regional portfolio.
  • Support fundraising and partnership development through stakeholder mapping, opportunity scouting, and provision of field evidence including case studies and success stories.
  • Demonstrate awareness of the NGO landscape in Ghana and identify relevant collaboration and funding opportunities.

Required Qualifications

  • Bachelor’s degree in Public Health, Social Work, Education, Development Studies, Sociology, Gender Studies, or a related field.
  • Master’s degree will be an advantage.
  • Relevant professional training in adolescent health, SRHR, education programming, youth employability, safeguarding, facilitation, or monitoring and evaluation will be an advantage.

Required Experience

  • Minimum of 3–5 years of experience supporting donor-funded programmes in Ghana, preferably within the Volta Region or a comparable context.
  • Demonstrated experience in adolescent reproductive health programming, youth development, or school-based education programming.
  • Practical experience engaging district and regional government institutions and community stakeholders.
  • Experience facilitating trainings, workshops, and youth/community engagement sessions.

Skills and Competencies

  • Strong knowledge of adolescent reproductive health, Ghana’s education system, youth employability, and relevant national policies and regulations.
  • Strong understanding of gender equality, intersectionality, and inclusive programming approaches.
  • Excellent analytical, report writing, and stakeholder communication skills.
  • Strong coordination and organizational abilities with the capacity to manage multiple priorities and deadlines.
  • High integrity, professionalism, and commitment to safeguarding and confidentiality standards.
  • Proficiency in Microsoft Office and Google Workspace applications.
  • Familiarity with digital data collection tools will be an advantage.
  • Ability to travel frequently within the region and occasionally outside the region.
