As part of our continued growth and commitment to organizational excellence, we are seeking an experienced and proactive Senior Human Resource Officer to support the development and implementation of strategic human resource initiatives that drive organizational performance and employee engagement.

Position Summary

The Senior Human Resource Officer will play a key role in managing and supporting the Centre’s human resource functions, including talent acquisition, employee relations, performance management, learning and development, policy implementation, and HR operations. The successful candidate will contribute to building a high-performing workforce while ensuring compliance with employment regulations and organizational policies.

Key Responsibilities

Human Resource Operations

  • Support the implementation of human resource strategies, policies, and procedures.
  • Coordinate day-to-day HR operations and ensure effective service delivery across the organization.
  • Maintain accurate employee records and HR information systems.
  • Monitor compliance with labour laws, organizational policies, and HR best practices.
  • Provide guidance and support to employees and managers on HR-related matters.

Recruitment & Talent Acquisition

  • Coordinate recruitment and selection processes to attract qualified talent.
  • Prepare job advertisements, shortlist applications, and support interview processes.
  • Facilitate onboarding and orientation programmes for new employees.
  • Support workforce planning and talent management initiatives.
  • Promote employer branding activities that enhance the Centre’s ability to attract top talent.

Performance Management

  • Support the implementation and monitoring of performance management systems.
  • Coordinate performance appraisal processes and ensure timely completion.
  • Assist managers in setting performance objectives and development plans.
  • Monitor performance outcomes and provide reports to management.
  • Support initiatives aimed at improving employee productivity and engagement.

Learning & Development

  • Identify employee training and development needs.
  • Coordinate training programmes, workshops, and capacity-building initiatives.
  • Monitor the effectiveness of learning and development interventions.
  • Support succession planning and career development programmes.
  • Promote a culture of continuous learning and professional growth.

Employee Relations & Engagement

  • Foster positive employee relations and promote a productive workplace culture.
  • Support conflict resolution, grievance handling, and disciplinary processes.
  • Coordinate employee engagement and wellness initiatives.
  • Promote diversity, inclusion, and employee well-being across the organization.
  • Build strong relationships with employees and stakeholders at all levels.

Compensation, Benefits & HR Administration

  • Support the administration of employee compensation and benefits programmes.
  • Assist with payroll-related activities and employee benefits administration.
  • Ensure HR documentation and records are maintained accurately and confidentially.
  • Prepare HR reports and management information as required.
  • Support HR audits and compliance reviews.

Policy, Compliance & Governance

  • Ensure compliance with labour legislation and organizational policies.
  • Support the review and development of HR policies and procedures.
  • Maintain confidentiality and integrity in handling employee information.
  • Assist in implementing HR governance and risk management initiatives.
  • Promote ethical conduct and professional standards throughout the organization.

Qualifications & Experience

Educational Requirements

  • Bachelor’s Degree in Human Resource Management, Business Administration, Management, Industrial Psychology, Social Sciences, or a related discipline.
  • A Master’s Degree in Human Resource Management or a related field will be an added advantage.

Professional Qualifications

  • Membership of a recognized Human Resource professional body such as:
    • Chartered Institute of Human Resource Management (CIHRM)
    • Chartered Institute of Personnel and Development (CIPD)
    • Society for Human Resource Management (SHRM)
    • Or an equivalent professional qualification

Experience

  • Minimum of five (5) years of progressive Human Resource experience.
  • At least three (3) years in a Human Resource Officer or Senior HR role.
  • Experience in a public sector, international organization, NGO, academic institution, or development-focused organization will be an advantage.
  • Demonstrated experience in recruitment, performance management, employee relations, and learning and development.
