Position Summary

GCTU invites applications from highly qualified, visionary, and experienced professionals for the position of Registrar.

The Registrar serves as the Secretary to the Governing Council of the University in accordance with Act 1022 and acts as the Chief Operating Officer of the University. Reporting to the Vice-Chancellor, the Registrar provides strategic leadership for the University’s administrative functions and ensures the effective implementation of Council policies and institutional objectives.

The Registrar also serves as Secretary to the Chancellor, Academic Board, and other statutory boards and committees while providing strategic advice and administrative leadership that supports the University’s mission and long-term development.


Key Responsibilities

The successful candidate will:

  • Serve as Secretary to the Governing Council in accordance with applicable laws and statutes.
  • Lead and oversee the day-to-day administrative operations of the University.
  • Provide strategic advice and administrative support to the Vice-Chancellor.
  • Serve as Secretary to the Chancellor, Academic Board, and other statutory committees and boards.
  • Coordinate and implement Council decisions and institutional policies.
  • Promote effective governance, compliance, and operational excellence across the University.
  • Lead institutional planning, records management, and administrative systems.
  • Foster productive relationships with internal and external stakeholders.
  • Drive continuous improvement in university administration and service delivery.
  • Support the achievement of the University’s strategic goals and vision.

Qualification and Experience

Applicants must possess:

  • A minimum of a Master’s degree in a relevant field.
  • At least fifteen (15) years of post-qualification experience in administration or management within a university or a comparable institution.
  • A minimum of six (6) years’ experience as a Deputy Registrar in a tertiary educational institution or in an equivalent senior management position within a comparable organization.
  • Demonstrated experience in university governance, management, and administration.

The ideal candidate will:

  • Demonstrate strong knowledge and application of contemporary university administration practices and 21st-century leadership skills.
  • Possess exceptional managerial, communication, interpersonal, writing, and team-building skills.
  • Demonstrate a sound understanding of the history, evolution, and governance of higher education institutions.
  • Exhibit strong knowledge of Ghana’s higher education laws, policies, and regulatory frameworks.
  • Understand the operational environment, statutes, policies, and governance structures of GCTU.
  • Display excellent leadership, supervision, coaching, and mentoring capabilities.
  • Demonstrate sound judgement, initiative, resourcefulness, professionalism, and administrative expertise.
  • Maintain the highest standards of integrity, ethical conduct, and accountability.
  • Build and manage productive relationships with a diverse range of stakeholders.
  • Exhibit strategic thinking and strong decision-making capabilities.

Tenure and Conditions of Service

  • The successful candidate must be able to serve a full four (4)-year term before reaching the compulsory retirement age of sixty (60) years in accordance with the Constitution of Ghana.
  • The appointment may be renewed for one additional four (4)-year term, subject to performance and applicable regulations.
  • Salary and conditions of service shall be aligned with those applicable to Registrars of Public Universities in Ghana.
