The Opportunity

The Environmental Protection Authority is seeking an experienced and highly analytical Project Finance Officer to support the financial management of donor-funded environmental and development programmes.

The successful candidate will oversee financial planning, budgeting, reporting, compliance, and project financial administration while ensuring adherence to the financial management requirements of the Government of Ghana and international development partners.

This full-time role is ideal for a finance professional with extensive experience managing large-scale, donor-funded projects within structured institutional environments.

Key Responsibilities

As the Project Finance Officer, you will:

  • Manage the financial planning, budgeting, and implementation of project activities.
  • Prepare annual budgets, financial forecasts, and cash flow projections.
  • Monitor project expenditure to ensure effective budget utilization and financial accountability.
  • Prepare accurate monthly, quarterly, and annual financial reports for management and development partners.
  • Ensure compliance with Government of Ghana financial regulations, donor funding requirements, and EPA financial policies.
  • Develop, implement, and monitor financial policies, procedures, and internal controls.
  • Support procurement and financial planning activities related to project implementation.
  • Prepare financial analyses, reconciliations, and management reports to support strategic decision-making.
  • Maintain accurate financial records and supporting documentation.
  • Coordinate financial audits and respond to audit findings where required.
  • Monitor grant utilisation and ensure compliance with funding agreements.
  • Analyse financial data and prepare reports for senior management and project stakeholders.
  • Collaborate with project teams, implementing partners, and donor agencies to ensure effective financial management.
  • Identify financial risks and recommend appropriate mitigation measures.

Qualifications and Experience

The ideal candidate will possess:

  • A First Degree in Accounting, Finance, or a related discipline.
  • A Master’s Degree in Business Administration (MBA), Accounting, Finance, or an equivalent postgraduate qualification.
  • Full membership in good standing with a recognized national professional accounting or finance body.
  • Minimum of five (5) years of professional practice following membership in a recognized accounting or finance professional body.
  • Minimum of ten (10) years’ post-qualification experience in accounting and finance within a structured organisation.
  • At least four (4) years’ professional experience managing accounting and finance activities for programmes or projects funded by the United Nations, the World Bank, or other multilateral development institutions and implemented through a Government of Ghana agency.
  • Minimum of five (5) years’ experience working with the Environmental Protection Authority’s internal accounting and financial management procedures and systems.
  • Demonstrated experience developing and implementing financial policies, procedures, and internal controls.
