UTAS invites applications from highly experienced engineering professionals for the position of Principal Engineer to provide strategic technical leadership within its Physical Development and Estates Management Directorate.

Job Summary

The Principal Engineer will provide strategic oversight and expert engineering leadership in the planning, development, maintenance, and management of the University’s electrical infrastructure and systems. The successful candidate will lead major engineering initiatives, oversee complex projects, advise University Management on technical matters, and ensure the delivery of safe, efficient, and sustainable electrical solutions that support the University’s long-term development objectives.

Key Responsibilities

  • Provide strategic leadership in the planning, design, installation, commissioning, maintenance, and repair of electrical systems, infrastructure, and equipment across the University campus.
  • Lead the preparation and review of technical specifications, engineering drawings, cost estimates, and bills of quantities for major electrical works and capital development projects.
  • Oversee and evaluate electrical works undertaken by contractors, engineers, technicians, and artisans to ensure compliance with approved designs, quality standards, safety requirements, and contractual obligations.
  • Develop and implement preventive maintenance strategies for the University’s electrical assets, including power distribution systems, generators, lighting systems, and laboratory installations.
  • Conduct technical assessments of electrical infrastructure and recommend improvements, upgrades, and modernization initiatives.
  • Prepare, review, and monitor budgets for electrical maintenance programmes, infrastructure projects, and resource allocation.
  • Provide expert advice to University Management on energy efficiency, renewable energy solutions, sustainable power systems, and emerging technologies.
  • Coordinate with the Clerk of Works, engineers, project teams, contractors, and other stakeholders to ensure successful delivery of construction, renovation, and infrastructure projects.
  • Establish and maintain comprehensive records of electrical installations, maintenance activities, equipment inventories, and engineering reports.
  • Ensure compliance with the Engineering Council Act, 2011 (Act 819), professional engineering standards, and relevant codes of practice.
  • Provide technical mentorship and guidance to engineering staff and support capacity development within the engineering team.
  • Contribute to institutional planning, infrastructure development strategies, and continuous improvement initiatives.
  • Perform any other duties assigned by the Director of Physical Development and Estates Management, the Registrar, the Vice-Chancellor, or the University Council.

Qualifications & Experience

Applicants must satisfy one of the following requirements:

  • Have been appointed as a Senior Engineer in an accredited university or comparable institution and served satisfactorily for at least four (4) years on that grade; or
  • Hold a good first degree (BSc) and an M.Phil. or two-year research Master’s degree in Electrical Engineering or Electrical and Electronic Engineering from a recognized university accredited by the Ghana Tertiary Education Commission (GTEC).

Applicants must also:

  • Be registered or eligible for registration with a licensed professional body under the Engineering Council of Ghana (Act 819) as an Engineering Technologist or Professional Engineer.
  • Possess at least ten (10) years of relevant postgraduate engineering experience.
  • Hold membership of a recognised professional engineering institution.
  • Demonstrate extensive experience in electrical engineering design, infrastructure management, project supervision, and maintenance operations.
  • Possess computer literacy, including proficiency in engineering design software such as AutoCAD.
  • Demonstrated experience managing large-scale infrastructure projects within a university or public sector environment will be an added advantage.
