Key Responsibilities
- Lead and manage the end-to-end recruitment and selection process, including job advertising, candidate screening, shortlisting, interviews, selection, and staff onboarding.
- Process staff appointments, confirmations, promotions, transfers, secondments, and separations in accordance with University statutes, policies, and applicable regulations.
- Maintain accurate, confidential, and up-to-date personnel records and employee databases.
- Coordinate staff performance appraisal processes and contribute to the development and implementation of effective performance management systems.
- Manage staff discipline, grievance handling, and welfare matters while ensuring compliance with labour laws, University regulations, and conditions of service.
- Provide professional advice and guidance to Management and staff on HR policies, employment matters, staff conditions of service, and workplace practices.
- Coordinate staff training, professional development, and capacity-building programmes to support employee growth and institutional performance.
- Prepare HR reports, workforce statistics, returns, and management information for University Management and relevant regulatory bodies.
- Liaise with the Fair Wages and Salaries Commission, Labour Commission, and other public sector institutions on human resource matters.
- Support the continuous review and improvement of HR policies, procedures, and systems.
- Promote a positive workplace culture through effective communication, employee engagement, and professional HR practices.
- Perform any other duties assigned by the Director of Human Resource Directorate, Registrar, Vice-Chancellor, or University Council.
Qualifications and Experience
Applicants must meet one of the following requirements:
- Have been appointed as an Assistant Registrar (Human Resource) in an accredited university or comparable institution and served satisfactorily for at least four (4) years, meeting the minimum requirements for promotion to Senior Assistant Registrar; or
- Hold an M.Phil. or a two-year research Master’s Degree in Human Resource Management, Industrial Relations, Public Administration, Business Administration, or a related discipline, with at least six (6) years’ postgraduate work experience in human resource management within a university or comparable public institution at management level.
Applicants must also:
- Demonstrate strong supervisory, leadership, and human resource management capabilities.
- Possess excellent knowledge of recruitment, employee relations, performance management, labour regulations, and HR best practices.
- Have strong analytical, communication, negotiation, and problem-solving skills.
- Demonstrate proficiency in HR information systems and Microsoft Office applications.
- Possess excellent interpersonal skills and the ability to work effectively with staff at all levels.
- Membership of the Chartered Institute of Human Resource Management, Ghana (CIHRM) or a comparable professional body will be an added advantage.
