Deputy Registrar (Human Resource) (Full-Time)
Location: Navrongo, Ghana

Key Responsibilities
- Provide strategic leadership and direction for the University’s human resource administration and operations.
- Manage the end-to-end recruitment and selection process, including workforce planning, job advertising, candidate assessment, interviews, selection, and staff onboarding.
- Oversee the processing of staff appointments, confirmations, promotions, transfers, secondments, and separations in accordance with University statutes, policies, and applicable regulations.
- Ensure the maintenance of accurate, secure, and up-to-date personnel records and HR information systems.
- Lead the implementation and continuous improvement of staff performance appraisal and performance management frameworks.
- Provide guidance on staff discipline, grievance management, employee welfare, and workplace relations in compliance with labour laws and University regulations.
- Advise University Management and staff on HR policies, conditions of service, employment matters, and best practices in human resource management.
- Develop and coordinate staff training, professional development, and capacity-building programmes to enhance employee performance and institutional effectiveness.
- Prepare and review HR reports, workforce statistics, returns, and management briefs for University Management and relevant regulatory bodies.
- Represent the University and maintain effective working relationships with the Fair Wages and Salaries Commission, Labour Commission, and other public sector institutions on HR-related matters.
- Lead the review and improvement of HR policies, procedures, and systems to support a productive and inclusive workplace.
- Promote employee engagement, organizational culture, and effective communication across the University.
- Perform any other duties assigned by the Director of Human Resource Directorate, Registrar, Vice-Chancellor, or University Council.
Qualifications and Experience
Applicants must meet one of the following requirements:
- Have been appointed as Deputy Registrar or Director (Human Resource) in an accredited university or comparable institution and served for at least two (2) years on that rank; or
- Hold an M.Phil. or a two-year research Master’s Degree in Human Resource Management, Industrial Relations, Public Administration, Business Administration, or a related discipline; or
- Possess a good First Degree and a Professional Certificate in Human Resource Management from a recognized professional body.
Applicants must also:
- Have served satisfactorily as a Senior Assistant Registrar (Human Resource) and fulfilled the required four (4) years minimum waiting period for promotion to Deputy Registrar, with the requisite documentation for promotion.
- Have previously held an appointment at the same or similar grade in an analogous institution.
- Possess at least eleven (11) years of accumulated postgraduate work experience.
- Demonstrate extensive experience in strategic HR management, employee relations, organizational development, and institutional administration.
- Possess strong leadership, negotiation, communication, analytical, and decision-making skills.
- Demonstrate integrity, professionalism, confidentiality, and the ability to manage complex HR matters effectively.
- Be proficient in HR information systems and modern workplace technologies.
