Budget Officer

Parliamentary Service of Ghana
Location: Accra

We are seeking an experienced and results-oriented Budget Officer to support the Director of Budget in planning, preparing, implementing, and monitoring Parliament’s budget to ensure prudent financial management and efficient resource utilization.

Job Summary

The Budget Officer will assist in developing Parliament’s annual budget, conducting financial analysis, monitoring budget performance, and strengthening budgetary controls. The successful candidate will work closely with Parliamentary Committees, Departments, and other cost centres to ensure effective budget planning, implementation, and compliance with public financial management regulations.

Key Responsibilities

  • Assist the Director of Budget in preparing Parliament’s annual budget estimates in accordance with approved government guidelines and financial regulations.
  • Conduct expenditure forecasting and budget costing analyses to determine resource requirements.
  • Monitor and control budgetary allocations to ensure the effective and efficient utilization of approved funds across all cost centres.
  • Develop and implement internal budgetary control measures to monitor expenditure against approved budgets.
  • Review, analyse, and revise cost estimates and programme budget proposals submitted by Parliamentary Committees, Departments, and other cost centres.
  • Provide technical support to Parliamentary Committees, Departments, and other cost centres in preparing and implementing annual work plans and budget estimates.
  • Prepare budget monitoring, variance, and financial performance reports for management decision-making.
  • Ensure compliance with applicable public financial management policies, regulations, and budget guidelines.
  • Support continuous improvement initiatives to strengthen budget planning and financial management processes.
  • Perform any other duties assigned by the Clerk to Parliament.

Qualifications & Experience

Applicants must possess either of the following:

  • A Bachelor’s Degree in Economics, Accounting, Finance, Statistics, Planning and Development Studies, or a related Social Science discipline from a recognized university, with a minimum of seven (7) years’ post-qualification experience, together with a Master’s Degree in a relevant discipline and at least three (3) years’ experience in a position equivalent to Assistant Director II in the Public Service.

OR

  • A Bachelor’s Degree and a Master’s Degree in Accounting, Economics, Finance, Statistics, Planning and Development Studies, or a related discipline, with at least three (3) years’ post-Master’s qualification experience, including three (3) years’ experience in a position equivalent to Assistant Director II in the Public Service.
