Job Title: Commissioner for Oaths (CFO)

The National Identification Authority (NIA) is mandated to register citizens and residents and issue secure national identity cards (Ghana Card). The Authority supports national development through a reliable identity management system that enhances governance, security, and public service delivery.
Job Purpose
The Commissioner for Oaths (CFO) administers and validates oath-based identity verification processes for applicants who require vouching. The role ensures compliance with legal and procedural standards while maintaining integrity, accuracy, and professionalism in identity verification.
Key Duties and Responsibilities
Arrive at the Registration Centre at least one hour before the start of registration to support the setup of the centre.
Engage individuals vouching for applicants to determine and confirm their relationship with the applicant(s).
Guide relatives of applicants to clearly indicate their relationship (e.g., sister, father-in-law) next to their names on the Oath of Identity Form.
Refer to the approved list of eligible persons designated by the NIA Governing Board when the voucher is not a relative, and ensure their professional status, rank, or class (e.g., doctor, Imam, Assembly Member) is properly indicated.
Assist individuals vouching to accurately complete the Oath of Identity Form.
Confirm that all persons vouching have read and fully understood the contents of the Oath of Identity Form and clearly explain the legal implications of making a sworn declaration.
Complete all sections of the Oath of Identity Form designated for the Commissioner for Oaths.
Direct applicants and their vouchers to the Registration Officer (RO) or Registration Assistant (RA) for further processing and interview.
Facilitate daily closing procedures, including accounting for and handing over all used and unused forms and materials to the RO for safekeeping.
Support the RO in accounting for all logistics, forms, and materials used during the registration exercise.
Ensure all materials and logistics are properly maintained and ready for the next day’s registration activities.
Assist in maintaining cleanliness and organization of the Registration Centre at the end of each working day.
Perform any additional duties assigned by the Executive Secretary or authorized representatives through supervising officials.
Educational Requirements
Minimum of a Diploma or equivalent qualification in Law, Public Administration, Social Sciences, or a related field.
Certification or authorization to act as a Commissioner for Oaths is required.
Prior experience in legal, administrative, or public service roles is an advantage.
