About the Parliamentary Service of Ghana

The Parliamentary Service of Ghana provides professional, administrative, and technical support to Parliament in the execution of its constitutional mandate. Guided by the principles of accountability, transparency, integrity, and excellence, the Service plays a critical role in strengthening parliamentary democracy and promoting effective governance in Ghana.

We are seeking an experienced and strategic Deputy Director, Budget to support the Director of Budget in leading the planning, formulation, implementation, monitoring, and evaluation of Parliament’s budget and resource allocation processes.

Position Overview

The Deputy Director, Budget will provide strategic leadership in budget planning, financial analysis, resource management, and policy implementation. The successful candidate will work closely with management, Parliamentary Committees, Ministries, Departments and Agencies (MDAs), and other stakeholders to ensure effective budget administration, compliance with public financial management requirements, and informed decision-making.

Key Responsibilities

The Deputy Director, Budget will:

  • Support the Director of Budget in preparing Parliament’s annual budget for review and approval by the Parliamentary Service Board.
  • Lead the implementation of approved budgets and support effective budget administration across the Parliamentary Service.
  • Develop and implement systems and procedures for analyzing budget performance to strengthen monitoring, evaluation, and budget control.
  • Review budget controls, reports, and financial transactions to ensure accuracy, completeness, and compliance with applicable policies, regulations, and statutory requirements.
  • Facilitate the preparation and coordination of work plans across all levels of the Parliamentary Service.
  • Interpret budget directives and coordinate their effective implementation throughout the organization.
  • Translate operational policies and strategic objectives into resource allocation proposals.
  • Coordinate the preparation of short-, medium-, and long-term development plans and support their integration into the National Development Plan.
  • Develop budget preparation guidelines and provide technical support to Parliamentary Committees and Departments in costing and preparing annual budgets.
  • Provide strategic financial and budgetary advice to the Parliamentary Service Board and Management Committee to support sound decision-making.
  • Build and maintain productive working relationships with Ministries, Departments and Agencies (MDAs) and other stakeholders involved in planning, budgeting, monitoring, and evaluation.
  • Maintain comprehensive budget data to support financial analysis, forecasting, and management reporting.
  • Prepare monthly, quarterly, and periodic budget performance reports, including analysis of budget variances and expenditure trends.
  • Monitor the timely preparation and submission of statutory financial and budget reports.
  • Promote prudent, transparent, and efficient budget management across Parliament.
  • Perform any other duties assigned by the Clerk to Parliament.

Qualifications & Experience

Applicants should possess either of the following qualifications:

Option 1

  • A good First Degree in Economics, Accounting, Finance, Statistics, Planning and Development Studies, or another relevant Social Science discipline from a recognized university.
  • A Master’s degree in a relevant discipline.
  • A minimum of nine (9) years’ post-qualification experience, including at least three (3) years in a position equivalent to Assistant Director within the Public Service.

OR

Option 2

  • A good First Degree and a Master’s degree in Accounting, Economics, Finance, Statistics, Planning and Development Studies, or another relevant discipline.
  • A minimum of five (5) years’ post-Master’s qualification experience, including at least three (3) years in a position equivalent to Assistant Director I within the Public Service.

Knowledge, Skills & Competencies

The ideal candidate will demonstrate:

  • Strong knowledge of public sector budgeting, financial planning, and resource allocation.
  • Sound understanding of Ghana’s Public Financial Management framework and budget administration processes.
  • Excellent analytical, financial modeling, and budget monitoring skills.
  • Strong leadership and people management capabilities.
  • Excellent communication, report writing, and presentation skills.
  • High level of integrity, professionalism, and accountability.
  • Strong stakeholder engagement, negotiation, and relationship management skills.
  • Ability to interpret financial policies, legislation, and budget guidelines accurately.
  • Strong organizational and problem-solving abilities with excellent attention to detail.
