Position Summary

The University of Ghana invites applications from experienced and visionary ICT professionals for the position of Deputy Director, Infrastructure within the Information Technology Directorate (ITD). The successful candidate will provide strategic leadership for the University’s ICT infrastructure environment and oversee the planning, implementation, modernization, and management of enterprise infrastructure services across the institution.

The role requires a highly skilled leader with strong technical expertise, strategic thinking, and proven experience in managing large-scale ICT infrastructure and digital transformation initiatives.

Key Responsibilities

The Deputy Director, Infrastructure will oversee the following units:

  • Network Administration Unit
  • Systems Administration Unit
  • Telecoms and Electricals Unit

The successful candidate will:

  • Provide leadership for the planning, design, implementation, operation, and continuous improvement of the University’s ICT infrastructure environment.
  • Oversee the management and maintenance of network infrastructure, including LANs, WANs, wired and wireless networks, Wi-Fi services, fiber-optic backbone systems, and routing/switching infrastructure.
  • Ensure the availability, reliability, and performance of enterprise infrastructure services, including network connectivity, virtualization, application hosting, identity management, backup and storage systems, database platforms, and data centre operations.
  • Lead infrastructure modernization initiatives to improve resilience, scalability, cybersecurity readiness, and operational efficiency.
  • Collaborate with internal ITD teams to align infrastructure services with enterprise applications, cybersecurity, digital transformation, and user support initiatives.
  • Manage relationships with external vendors, consultants, telecom providers, and technology partners to support infrastructure delivery and optimization.
  • Develop and enforce standards, policies, procedures, and technical controls relating to systems administration, network operations, disaster recovery, and data centre management.
  • Ensure business continuity and disaster recovery preparedness for critical infrastructure platforms and services.
  • Support ICT infrastructure planning for new buildings, campus expansions, and technology-enabled institutional projects.
  • Monitor infrastructure performance, service delivery, capacity requirements, and operational risks while providing management reports and recommendations.
  • Lead budget planning and resource management for infrastructure projects, upgrades, procurement, maintenance, and technology investments.
  • Supervise, mentor, and develop staff within the Infrastructure Services Division to ensure technical excellence and high performance.
  • Perform any additional duties assigned by the Director of ITD in support of the Directorate’s strategic priorities and the University’s vision.

Qualifications and Requirements

Applicants must possess:

  • A Master’s Degree in Computer Science, Information Technology, Engineering, Information Systems, or a related discipline.
  • Relevant professional certifications in ICT infrastructure, networking, systems administration, cloud computing, virtualization, IT service management, project management, or cybersecurity. Preferred certifications include:
    • CCNA/CCNP
    • Microsoft or Azure Certifications
    • VMware Certifications
    • RHCSA/RHCE
    • AWS or Azure Cloud Certifications
    • ITIL
    • PMP or PRINCE2
    • COBIT
    • CISSP/CISM
    • Other recognized professional qualifications
  • Ten (10) to twelve (12) years’ experience within the IT industry, including at least six (6) years in progressive management roles overseeing IT infrastructure teams and strategic initiatives.

Additionally, applicants must demonstrate:

  • Experience managing IT divisions within large public or private sector organizations.
  • Experience managing vendor relationships and technology partnerships.
  • Strong knowledge of emerging ICT trends and digital transformation within higher education environments.
  • Excellent understanding of project management methodologies and infrastructure governance.
  • Strong communication, leadership, and stakeholder management skills.
  • Excellent customer service orientation and problem-solving capabilities.
  • Proven ability to manage budgets, procurement, technical support, training, and infrastructure resource planning effectively.

Tenure

The successful candidate will serve a four (4)-year term on conditions approved by the University Council and may be eligible for reappointment for an additional term of up to four years, subject to statutory requirements and retirement regulations.
