Project Background

Digital technology continues to reshape economies, societies, and development pathways around the world. Building on UNDP’s global digital transformation agenda, the Ghana Country Office is expanding its portfolio of digital initiatives to support the Government of Ghana’s vision for inclusive digital development.

Current and emerging initiatives include:

  • Digital Gateway for MSMEs.
  • Smart Agriculture for Ghana under the Italy Digital Flagship for Africa Programme.
  • AI and Digital Capacity Building for Government.
  • Harnessing Artificial Intelligence to Improve Health Outcomes in Ghana.
  • Strengthening Open Source and Digital Public Infrastructure for Ghana.

As these initiatives continue to grow, UNDP Ghana seeks an exceptional Digital Project Manager to lead, coordinate, and oversee the successful delivery of digital projects while fostering strategic partnerships and driving sustainable digital transformation.

Position Summary

The Digital Project Manager will manage and coordinate the implementation of digital transformation initiatives across UNDP Ghana’s portfolio. The successful candidate will provide project leadership, stakeholder engagement, technical coordination, monitoring and evaluation support, and strategic guidance to ensure projects deliver meaningful development impact.

This role offers an exciting opportunity to contribute to national digital transformation efforts while collaborating with government institutions, development partners, private sector organizations, and civil society stakeholders.

Key Responsibilities

  • Lead the planning, implementation, monitoring, and evaluation of digital projects and programmes.
  • Coordinate project activities, timelines, budgets, deliverables, and reporting requirements.
  • Support the design and expansion of UNDP Ghana’s digital transformation portfolio.
  • Engage government agencies, development partners, private sector organizations, and civil society stakeholders to advance project objectives.
  • Provide technical guidance on digital technologies, digital public infrastructure, e-government solutions, and digital innovation.
  • Ensure project activities align with national development priorities and Ghana’s digital transformation agenda.
  • Identify risks, develop mitigation strategies, and ensure effective project governance.
  • Monitor project performance and recommend improvements to maximize impact and sustainability.
  • Support partnership development and resource mobilization efforts.
  • Promote knowledge sharing, innovation, and the adoption of best practices across digital initiatives.
  • Prepare high-quality technical reports, project documentation, presentations, and stakeholder communications.
  • Ensure compliance with UNDP policies, procedures, and quality standards.

Educational Requirements

Applicants must possess one of the following:

  • Advanced university degree (Master’s degree or equivalent) in Business Administration, Public Administration, Economics, Management Information Systems, Computer Science, Information Technology, or a related field; OR
  • Bachelor’s degree in one of the above disciplines combined with an additional two (2) years of relevant qualifying experience.

Professional Experience

  • Minimum of two (2) years of progressively responsible relevant experience with a Master’s degree; OR
  • Minimum of four (4) years of progressively responsible relevant experience with a Bachelor’s degree.
  • Experience in project management, digital transformation, ICT project implementation, or digital development initiatives.
  • Experience in designing, implementing, monitoring, and evaluating development projects that incorporate digital technology components.
  • Experience managing large-scale ICT or digital transformation projects.
  • Experience working with governments, international organizations, UN agencies, NGOs, civil society organizations, or development partners.

Required Skills and Competencies

  • Strong understanding of sustainable development issues and digital development trends.
  • Demonstrated knowledge of ICT policy, digital transformation, and technology-enabled development solutions.
  • Proven knowledge of digital technologies, digital system architecture, digital public infrastructure, e-government, and e-commerce platforms.
  • Excellent project management skills with a track record of successfully delivering complex projects.
  • Strong stakeholder engagement, coordination, and partnership management abilities.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office applications and web-based management systems.

Desired Skills and Experience

Digital Transformation Expertise

  • Strong understanding of design thinking, digital inclusion, and inclusive digital transformation.
  • Experience implementing complex digital technology solutions and change management initiatives.
  • Knowledge of Artificial Intelligence (AI), AI governance frameworks, data privacy principles, and ethical AI applications.
  • Familiarity with AgTech solutions, climate-smart agriculture technologies, and digital agricultural value chains.
  • Knowledge of open-source software, open data principles, and digital public infrastructure frameworks.

Strategic and Leadership Capabilities

  • Ability to manage confidential and politically sensitive matters with professionalism and discretion.
  • Strong strategic thinking and problem-solving capabilities.
  • Experience in partnership development, fundraising, or resource mobilization.
  • Ability to build productive relationships across diverse stakeholder groups and sectors.

Language Requirements

  • Fluency in English is required.
  • Knowledge of another UN language is an advantage.

Professional Certification

  • Project Management Certification (such as PMP, PRINCE2, Agile, or equivalent) is an advantage.
