Position Summary
The Director, Finance provides strategic leadership and oversight of the Hospital’s financial management systems. The role ensures sound financial planning, effective resource mobilization, compliance with regulatory frameworks, and efficient management of public funds. The successful candidate will support executive management in achieving financial sustainability and institutional accountability.
Key Responsibilities
- Provide strategic input into the formulation and implementation of financial policies for the Hospital.
- Lead the planning, implementation, monitoring, and evaluation of financial programs and activities.
- Ensure efficient and effective management of the Hospital’s financial, human, and material resources.
- Drive financial resource mobilization to support operational and strategic objectives.
- Oversee the preparation, consolidation, and timely submission of annual budgets and financial reports.
- Ensure accurate analysis, interpretation, and reporting of financial statements in compliance with IPSAS and other applicable standards.
- Ensure compliance with financial management laws, regulations, and fiscal policies.
- Oversee the receipt, custody, and disbursement of funds in line with approved financial procedures.
- Advise management on financial governance, risk management, and compliance matters.
- Supervise and strengthen performance management systems within the Finance Directorate.
- Maintain effective collaboration with Ministries, Departments, Agencies, and key stakeholders on financial matters.
Qualifications and Experience
Applicants must possess:
- A Master’s Degree in Finance, Accounting, Economics, or a related discipline from a recognized institution.
- Membership in a recognized professional accounting body such as ICAG, ACCA, CPA, or CIMA.
- A minimum of ten (10) years of post-bachelor’s relevant work experience.
- At least five (5) years of experience in a senior management role within a reputable institution.
- Strong knowledge of public financial management systems, regulatory frameworks, and public sector accounting standards (IPSAS).
Age Requirement
Applicants should not be more than 55 years at the time of appointment.
