We are seeking an experienced and results-oriented professional to lead our Finance Directorate.

Position Summary

The Director, Finance will provide strategic leadership in financial planning, budgeting, resource mobilization, financial reporting, and regulatory compliance. The successful candidate will oversee the Institute’s financial management systems and ensure prudent stewardship of financial resources to support operational efficiency and long-term strategic objectives.

Key Duties and Responsibilities

The successful candidate will:

• Provide technical input for the formulation and review of the Institute’s financial policies and strategies.
• Lead the implementation, monitoring, and evaluation of financial programmes and activities.
• Ensure the efficient and effective management of the Institute’s financial, human, and material resources.
• Mobilize financial resources to support the Institute’s operations and strategic priorities.
• Oversee the preparation, consolidation, and timely submission of annual budgets and periodic financial reports.
• Ensure accurate analysis, interpretation, and reporting of financial statements.
• Ensure compliance with applicable financial management laws, fiscal policies, accounting standards, and International Public Sector Accounting Standards (IPSAS).
• Oversee the development, implementation, and review of financial control systems, accounting procedures, and operational manuals.
• Ensure the implementation of audit recommendations and strengthen internal control systems.
• Oversee the implementation and continuous improvement of the Directorate’s performance management systems.
• Maintain effective collaboration with relevant Ministries, Departments, Agencies, and other stakeholders on financial management matters.

Qualification Required & Experience

Applicants must possess:

• A minimum of a Master’s degree in Finance, Accounting, Economics, or a related discipline from an accredited tertiary institution.
• Chartered membership of a recognised professional body such as ICAG, ACCA, CPA, or CIMA.
• At least ten (10) years of relevant post-Bachelor’s work experience, including a minimum of five (5) years at a senior management level within a reputable institution.
• Strong knowledge and practical understanding of public financial management systems and regulatory frameworks.
• Proven experience in financial planning, budgeting, auditing, reporting, and institutional financial management.

Age Requirement
