Position Summary
The HSE Officer will be responsible for implementing and monitoring health, safety, and environmental management systems across project sites. The successful candidate will support compliance with regulatory requirements, promote a strong safety culture, and ensure that all project activities are executed in line with company and client HSE standards.

Key Responsibilities
The successful candidate will:
- Develop, implement, and monitor the Project Health, Safety, and Environmental (HSE) Management Plan.
- Conduct hazard identification exercises and risk assessments for project activities.
- Monitor compliance with permit-to-work systems and safe work procedures.
- Conduct routine site safety inspections, audits, and compliance assessments.
- Facilitate toolbox talks, safety meetings, and HSE awareness campaigns.
- Investigate incidents, near misses, unsafe acts, and unsafe conditions and prepare investigation reports.
- Develop and monitor corrective and preventive action plans.
- Monitor contractor HSE performance and ensure compliance with project requirements.
- Ensure the proper use and maintenance of Personal Protective Equipment (PPE).
- Coordinate emergency preparedness drills and response activities.
- Monitor environmental management measures and ensure accurate reporting.
- Maintain HSE statistics, records, and performance reports.
- Ensure compliance with mining regulations, environmental permits, client requirements, and international HSE standards.
Qualification Requirements
Applicants must possess:
- A NEBOSH International General Certificate (mandatory).
- MINCOM Certification (mandatory).
- A minimum of five (5) to ten (10) years of relevant experience in occupational health, safety, and environmental management.
- Proven experience in high-voltage electrical construction projects, mining operations, or heavy industrial environments.
- Strong knowledge of local occupational health and safety regulations and international HSE best practices.
- Experience in implementing HSE management systems and conducting safety audits.

The ideal candidate must demonstrate:
- Strong risk assessment and hazard management capabilities.
- Knowledge of incident investigation techniques and root cause analysis.
- Strong emergency preparedness and response planning skills.
- Good understanding of environmental compliance and sustainability practices.
- Excellent communication, leadership, and stakeholder engagement abilities.
- Strong analytical, reporting, and problem-solving skills.
- High attention to detail and commitment to workplace safety.
- Ability to work effectively under pressure and in remote project locations.
General Requirements
Applicants should possess:
- Experience working on high-voltage transmission and substation projects, preferably 161kV or above.
- Strong knowledge of utility standards, engineering codes, and regulatory requirements.
- Ability to work effectively within multidisciplinary teams and remote project environments.
- Proficiency in Microsoft Office applications and relevant engineering or project management software.
- Commitment to quality, safety, environmental stewardship, and ethical conduct.
- Ability to work under demanding schedules while maintaining high professional standards.
