About the Role

A reputable organization seeks an experienced and strategic Head, Actuarial & Financial Analysis to lead its actuarial and financial oversight function in Accra. In this leadership role, you will drive regulatory analysis, strengthen risk-based supervision frameworks, and provide expert actuarial and financial guidance to senior management and the Commissioner. You will play a critical role in safeguarding financial stability within the insurance sector while ensuring alignment with international best practices.


Key Responsibilities

  • Provide strategic leadership and direction for the Actuarial and Financial Analysis Department.
  • Develop and implement actuarial, financial, and risk-based supervision frameworks.
  • Advise the Commissioner and senior leadership on actuarial and financial matters affecting the insurance industry.
  • Support policy formulation, regulatory reforms, and adoption of international standards such as IFRS 17 and risk-based capital frameworks.
  • Review insurers’ pricing methodologies, technical provisions, actuarial assumptions, and reserving practices.
  • Assess solvency, capital adequacy, stress testing outcomes, and asset-liability management frameworks of insurers and reinsurers.
  • Analyze statutory returns, financial statements, and actuarial reports submitted by regulated entities.
  • Ensure compliance with prudential requirements relating to reserves, capital, investments, and risk management.
  • Lead actuarial input into risk-based supervision systems, early warning frameworks, and financial condition reporting.
  • Identify emerging risks, systemic vulnerabilities, and industry trends.
  • Support both on-site and off-site supervisory examinations from actuarial and financial perspectives.
  • Engage with insurers, auditors, actuarial professionals, and other stakeholders on regulatory and technical issues.
  • Represent the organization in technical committees, working groups, and international regulatory forums.
  • Mentor and develop team members to strengthen departmental capability and performance.
  • Prepare technical reports, policy briefs, and strategic recommendations for management and the Board.
  • Support enforcement actions, licensing decisions, and resolution planning where financial weaknesses are identified.
  • Ensure strong internal controls, data integrity, and documentation standards in all analyses.
  • Perform any other duties assigned in line with departmental objectives.

Key Competencies

  • Strong expertise in actuarial modeling, financial risk, and insurance risk management.
  • Proven experience in solvency assessment, capital modeling, reserving, and financial reporting.
  • Deep understanding of insurance regulation and international supervisory standards.
  • Strong knowledge of risk-based supervision frameworks and regulatory environments.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong leadership, people management, and stakeholder engagement abilities.
  • High integrity, professionalism, and independent judgment.
  • Excellent written and verbal communication skills.
  • Proficiency in actuarial and financial analysis tools and software.

Minimum Requirements

  • Bachelor’s degree in Actuarial Science, Mathematics, Statistics, or a related quantitative field.
  • Associate membership of a recognized actuarial professional body (e.g., IFoA, SOA, CAS, AICA, ASSA, or equivalent).
  • Minimum of 10 years’ relevant professional experience, including at least 5 years in a senior leadership or managerial role within:
    • Insurance or reinsurance companies, or
    • Insurance regulation or supervision, or
    • Consulting or audit firms with insurance specialization.
  • Membership in a relevant accounting or finance professional body will be an added advantage.
