Job Title: Monitoring, Evaluation and Learning (MEL) Officer

Location: Dzorwulu, Accra

Position Summary

We are seeking a highly analytical and detail-oriented Monitoring, Evaluation and Learning (MEL) Officer to strengthen our monitoring and reporting systems and support evidence-based decision-making. The successful candidate will lead data collection, analysis, reporting, and organizational learning to measure programme performance and demonstrate impact across our agricultural development initiatives.

Key Responsibilities

  • Design, implement, and maintain monitoring, evaluation, and learning systems for programmes and projects.
  • Develop results frameworks, logical frameworks, performance indicators, and data collection tools.
  • Coordinate routine data collection, verification, analysis, and reporting to ensure data quality and accuracy.
  • Monitor programme performance against targets and provide timely insights to support decision-making.
  • Prepare high-quality monitoring, evaluation, donor, and management reports.
  • Conduct field visits to monitor project implementation and verify reported results.
  • Analyze programme data to identify trends, lessons learned, and opportunities for continuous improvement.
  • Support baseline, midline, end-line, and impact assessments.
  • Facilitate learning sessions and promote the use of evidence to improve programme design and implementation.
  • Build the capacity of programme staff and partners on monitoring, evaluation, data management, and learning practices.
  • Ensure compliance with donor reporting requirements and organizational MEL standards.

Qualifications and Requirements

Applicants should possess:

  • A Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Agriculture, Public Health, or a related field. A postgraduate qualification is an added advantage.
  • Demonstrated experience in monitoring, evaluation, and learning within development programmes, agriculture, or non-governmental organizations.
  • Strong knowledge of data collection methodologies, data quality assurance, and performance measurement.
  • Proficiency in Microsoft Excel and experience using data analysis and visualization tools such as Power BI, SPSS, STATA, KoboToolbox, or similar applications.
  • Excellent analytical, report writing, and presentation skills.
  • Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • A commitment to continuous learning, accountability, and evidence-based programme improvement.
