Job Summary
As the PMO Senior Officer, you will strengthen programme and project management by supporting planning, monitoring, quality assurance, stakeholder engagement, risk management, and organizational performance. Working closely with the Head of Programme, Project Managers, and cross-functional teams, you will help ensure projects are delivered efficiently, comply with UNOPS standards, and achieve sustainable development outcomes.

Key Responsibilities
Programme Planning and Development
- Support project teams in implementing project management standards, policies, and best practices in accordance with UNOPS requirements.
- Coordinate the preparation, consolidation, and monitoring of programme and operational work plans.
- Support Project Managers in developing programme strategies, implementation plans, budgets, performance indicators, and resource forecasts.
- Monitor project implementation to ensure alignment with approved plans, budgets, and organizational objectives.
- Support the development and implementation of Gender Action Plans across projects.
- Establish and maintain resource tracking systems that strengthen planning, forecasting, and delivery monitoring.
- Identify potential programme risks and implementation challenges and escalate issues where appropriate.
- Support project initiation, implementation, transition, and closure activities.
- Promote effective configuration management practices across the Country Office.
- Ensure projects maintain implementation, procurement, human resource, quality management, and stakeholder engagement plans.
Monitoring, Evaluation and Reporting
- Coordinate timely preparation and submission of project, donor, and corporate reports.
- Monitor project performance against scope, cost, schedule, quality, and risk indicators.
- Review project documentation to ensure completeness, accuracy, and compliance with UNOPS standards.
- Support quarterly assurance reviews and internal reporting requirements.
- Monitor project implementation through dashboards, performance trackers, and delivery reports.
- Analyse programme performance data and provide recommendations for continuous improvement.
- Monitor project milestones, deliverables, and performance targets throughout the project lifecycle.
- Ensure projects maintain effective results frameworks and performance dashboards.
- Monitor Health, Safety, Social, and Environmental (HSSE) compliance and reporting.
- Review monthly project progress reports and identify issues requiring management attention.
Stakeholder Engagement
- Support the development and implementation of stakeholder engagement and communication plans.
- Assist Project Managers in analysing stakeholder needs and developing effective engagement strategies.
- Coordinate programme communications and facilitate collaboration across project teams.
- Monitor the effectiveness of stakeholder communication activities and recommend improvements.
Quality Assurance and Governance
- Promote compliance with UNOPS programme and project management standards.
- Coordinate quality reviews of project documentation, reports, and management deliverables.
- Collaborate with Internal Audit, Finance, and Operations teams to ensure programme compliance.
- Support continuous improvement initiatives that strengthen project implementation processes.
- Facilitate lessons learned sessions, project closure reviews, and knowledge-sharing workshops.
- Coordinate capacity-building initiatives that strengthen project management capability across the Country Office.
Knowledge Management and Innovation
- Support improvements in planning, scheduling, project controls, performance monitoring, and risk management practices.
- Promote knowledge sharing by documenting best practices and lessons learned.
- Encourage participation in Communities of Practice and organizational learning initiatives.
- Contribute to the continuous improvement of UNOPS policies, procedures, and project management guidance.
- Support sustainable capacity development for national personnel through training and mentoring initiatives.
Educational Requirements
Applicants must possess one of the following:
- A Bachelor’s Degree (or equivalent) in Project Management or a related discipline with a minimum of four (4) years of relevant project management experience; or
- A Master’s Degree (or equivalent) in Project Management or a related discipline with a minimum of two (2) years of relevant project management experience.
Professional Certification
The following certification will be an added advantage:
- PRINCE2 Practitioner Certification or an equivalent project management certification.
Experience
Candidates should demonstrate:
- Relevant professional experience in project or programme management.
- Experience supporting complex projects in multidisciplinary environments.
- Experience with project planning, monitoring, reporting, and performance management.
- Experience using project management tools, information management systems, and data analysis platforms.
The following experience will be considered an advantage:
- Working within the United Nations system or other international development organizations.
- Supporting development or humanitarian programmes.
- Working in multicultural and international environments.
- Experience in Africa or other developing country contexts.
- Working with government institutions and public sector stakeholders.
- Supporting infrastructure or large-scale development projects.
